Damodar Valley Corporation Floats Tender For 14 MW Floating Solar PV Project In Odisha

The Damodar Valley Corporation (DVC) has invited bids for setting up a 14 MW floating solar PV power project at Khandagora, Kendrapara, Odisha. This tender has been issued under the Engineering, Procurement, and Construction (EPC) mode with operation and maintenance (O&M) responsibilities for 10 years. The initiative is part of DVC’s growing focus on renewable energy expansion and reflects India’s broader efforts to adopt sustainable power generation.

As per the tender notice, the bidding process follows an international competitive bidding route and is open to eligible bidders with the requisite technical and financial capabilities. The tender specifies that bidders must meet detailed qualification requirements and should be able to demonstrate prior experience in implementing similar projects.

The project tender was officially issued on August 29, 2025, and marks a significant milestone in DVC’s renewable energy roadmap. The submission of bids is scheduled for October 17, 2025, by 15:00 hours. The opening of technical bids will be conducted on the same day, i.e., October 17, 2025, at 15:30 hours.

To participate in the bidding, interested parties are required to submit an Earnest Money Deposit (EMD) of ₹1,09,00,000. Additionally, the selected bidder will have to furnish a Performance Bank Guarantee (PBG) amounting to 3% of the total contract price, ensuring compliance with project timelines and obligations.

The scope of work covers the complete design, engineering, procurement, supply, construction, erection, testing, and commissioning of the 14 MW floating solar PV project, along with associated transmission and grid integration facilities. The successful bidder will also be responsible for the comprehensive operation and maintenance of the plant for a period of 10 years, which includes the supply of spares, repairs, and performance monitoring.

DVC’s move towards floating solar is aligned with the growing interest in utilizing water bodies for power generation. Floating solar projects offer dual benefits: they help conserve land resources while also reducing water evaporation from reservoirs. This makes them a preferred choice in regions where land availability is limited or costly.

Financially, the integration of floating solar projects is seen as a strategic investment. Although initial capital requirements may be high, long-term benefits include reduced carbon emissions, operational efficiency, and alignment with India’s climate goals. By offering a 10-year O&M mandate, DVC ensures that the project remains efficient and operationally sustainable over time.

The tender also underscores the importance of advancing renewable capacity in eastern India. Odisha, with its vast water bodies, provides an ideal setting for floating solar ventures. The 14 MW capacity, though modest in scale, serves as a stepping stone for larger projects in the future.

DVC’s tender for the 14 MW floating solar PV plant at Kendrapara is a vital addition to India’s renewable energy expansion. With clear timelines, financial commitments, and a structured O&M plan, the project positions itself as a benchmark for floating solar adoption in the region. Interested bidders must align with the deadlines of October 17, 2025, and ensure compliance with the EMD and PBG requirements to be considered for this opportunity.
