ERC Reaffirms Support for Off-Grid Electrification as Meralco Commissions Philippines’ Largest Microgrid Project on Cagbalete Island

The Energy Regulatory Commission (ERC) Chairperson and Chief Executive Officer Francis Saturnino C. Juan has reaffirmed the agency’s commitment to supporting the full electrification of off-grid areas following the ceremonial lighting of the Meralco Microgrid Plant on Cagbalete Island in Quezon Province on December 18, 2025.

Speaking at the event, Juan said the launch of the microgrid marked not only the commissioning of a power system but also a significant step toward sustainable development for the island community. He commended Manila Electric Company (Meralco) for assuming end-to-end responsibility for the project, including its design, construction, and round-the-clock operation and maintenance for both existing and future households.

Juan noted that such long-term partnerships between the public and private sectors translate policy objectives into tangible benefits for communities. The Cagbalete Island Microgrid Project is expected to become the country’s largest microgrid system and, once fully built out, could deliver 100 percent household electrification across the island.

The ERC chief said the project aligns with President Ferdinand Marcos Jr.’s directive to ensure reliable, affordable, and sustainable energy access nationwide. He added that the initiative serves as a flagship example of the public-private collaboration envisioned under the Microgrid Systems Act.

Juan also highlighted the broader economic impact of reliable electricity, citing its potential to support tourism, strengthen local businesses, and improve visitor experiences on the island. He concluded by reaffirming the ERC’s continued partnership with Meralco, stating that the commission will work to ensure electricity rates under the hybrid microgrid project remain fair and affordable as operations commence.
