GAIL (India) Limited has invited bids to appoint a Project Management Consultant (PMC) for the development of a 600 MW ground-mounted solar power project integrated with a 550 MWh Battery Energy Storage System (BESS) at the TUSCO Solar Park in Jhansi, Uttar Pradesh. The tender has been issued through an open domestic competitive bidding process under Tender Reference No. GAIL/NOIDA/CNP/PROJ/26-07 and Tender ID 2026_GAIL_283489_1.
The selected consultant will be responsible for providing project management services throughout the execution of the project, from the initial implementation stage until its commissioning. The scope of work also includes supervising operational guarantee tests after commissioning and overseeing the closure of the Engineering, Procurement and Construction (EPC) contract. The appointment is intended to ensure effective monitoring, coordination, and timely completion of the large-scale solar and energy storage project.
According to the tender document, the consultancy contract will remain valid for 21 months. This includes 15 months for the commissioning of the solar and battery storage project, followed by an additional six months for supervising operational guarantee tests and completing the EPC contract closure process. The contract period will begin from the date of the issuance of the Letter of Award (FOA) or any later date communicated by the Engineer-in-Charge. However, the commencement cannot be delayed by more than six months from the FOA date.
The tender document was made available for download on July 9, 2026. Interested bidders can submit their proposals electronically through the Government e-Procurement portal until 3:00 PM on July 30, 2026. GAIL has also scheduled a pre-bid meeting through Microsoft Teams on July 16, 2026, at 11:00 AM, allowing prospective bidders to seek clarifications regarding the project and tender requirements. The unpriced bids will be opened on July 31, 2026, at 3:00 PM through video conferencing.
The bidding process will follow a two-bid electronic tender system and is open only to eligible domestic bidders in line with the Government of India’s Make in India (MII) policy. Participation is restricted to Class-I and Class-II local suppliers. While joint ventures and consortiums are permitted, all participants must comply with the eligibility conditions and scope of work outlined in the tender. GAIL has clarified that purchase preference under the Public Procurement (Preference to Make in India) policy will not apply to this tender.
The tender does not require bidders to submit an Earnest Money Deposit (EMD). Instead, participants must furnish a Bid Security Declaration in the prescribed format along with their bids. Details regarding the Performance Bank Guarantee (PBG) have not been mentioned in the invitation for bid section and are expected to be covered in the detailed bidding conditions or contract documents.
Bidders must submit all documents electronically and may be required to produce original or notarized copies during the evaluation process. Failure to provide the required documents within the specified timeline may lead to action under the Bid Security Declaration provisions. GAIL has advised bidders to submit offers strictly in accordance with the tender requirements without deviations and has reserved the right to accept or reject any bid without assigning any reason. The company has also made it mandatory for participating service providers to register on the Government e-Marketplace (GeM) and obtain a valid Seller ID before the issuance of the Letter of Acceptance.
