GERC Reviews Plea For Solar Project Commissioning Extension Amid Grid Connectivity Delays In Gujarat

Anu Santosh Prints Pvt. Ltd., a company based in Surat, Gujarat, filed a petition before the Gujarat Electricity Regulatory Commission (GERC) seeking an extension of time for commissioning a 1.475 MW AC capacity ground-mounted solar power project. The petition was filed under Section 86 of the Electricity Act, 2003, in conjunction with the Gujarat Renewable Energy Policy, 2023, relevant GERC regulations, and a tariff order dated August 31, 2024. The company also submitted an interlocutory application seeking interim relief to prevent the encashment of the bank guarantee submitted to Dakshin Gujarat Vij Company Limited (DGVCL), the third respondent in the matter.

The petition was taken up for hearing on May 27, 2025. During the hearing, the counsel representing Gujarat Energy Transmission Corporation Limited (GETCO), the first respondent, requested three weeks’ time to file a consolidated reply to the main petition and the interlocutory application. The request was not objected to by the petitioner’s counsel. As a result, the Commission granted GETCO three weeks to submit its reply and directed that a copy be provided to the petitioner. Following the reply, Anu Santosh Prints Pvt. Ltd. was given one week to file a rejoinder, if required.

The legal representative for the petitioner stated that the delay in commissioning the solar power project was primarily due to pending work on the evacuation line, bay structures, and metering system that needed to be completed by GETCO. These components are essential for connecting the solar power project to the transmission grid.

The Commission noted the parties’ submissions and allowed the timelines as requested. Since the petition was already listed for hearing, the application seeking urgent listing (IA No. 36 of 2025) was considered satisfied and accordingly disposed of.

The next hearing for the matter is scheduled for June 26, 2025, at 11:30 a.m. The Commission directed all parties to complete their pleadings before the said date.

This matter is critical because it reflects the procedural and coordination challenges that small-scale solar power developers face when trying to commission projects under state-level renewable energy policies and grid regulations.
