The Homi Bhabha Cancer Hospital and Research Centre (HBCH&RC) in Visakhapatnam has invited bids for the development of a 3.0 MW captive solar photovoltaic (PV) plant as part of its efforts to increase the use of clean energy and reduce dependence on conventional power sources. The hospital has issued a Notice Inviting Tender (NIT) through a two-stage bidding process on behalf of its Director, with the Chief Engineer overseeing the tender.
The project covers the complete planning, design, engineering, supply, installation, testing, and commissioning of the captive solar power plant within the hospital premises. In addition to executing the project, the selected contractor will be responsible for maintaining the plant during a one-year Defect Liability Period (DLP). After this period, the contractor will continue to provide comprehensive operation and maintenance services for another ten years, ensuring the long-term performance and reliability of the solar installation.
The estimated cost of the project is Rs. 15.83 crore, inclusive of Goods and Services Tax (GST). Interested bidders must submit an Earnest Money Deposit (EMD) of Rs. 25.83 lakh. The EMD can be furnished in the form of a Demand Draft, Pay Order, Fixed Deposit Receipt, or Bank Guarantee issued by a scheduled bank in favour of Homi Bhabha Cancer Hospital & Research Centre, Visakhapatnam. The tender conditions specify that cheques will not be accepted.
The successful bidder will also be required to furnish a Performance Bank Guarantee equivalent to 5 percent of the contract value along with a Security Deposit of 2.5 percent of the tendered amount. The construction and commissioning of the solar PV plant must be completed within nine months from the date of commencement.
According to the tender schedule, the bid documents are available for download from July 9 to August 20, 2026, up to 5:30 PM through the Central Public Procurement Portal. Contractors may submit pre-bid queries and undertake site visits until July 27, 2026. A pre-bid meeting is scheduled for July 27 at 10:00 AM, while responses to the queries will be published on August 6.
Online bid submission will begin on August 7 and remain open until August 20, 2026. Original physical documents, including the EMD, must be submitted by August 27, 2026. The technical bids will be opened on August 28, 2026, while the date for opening the financial bids will be announced separately after the evaluation of technical proposals.
