India Daily: CERC Proposes ISTS Rule Changes, Coal India Floats 187.5 MW/750 MWh BESS Tender, CEL Invites 30 MW Solar Bids, RSPDCL Seeks Credit Rating, RERC Clarifies Captive RPO, India’s Solar Capacity Reaches 162.15 GW and More…

The Central Electricity Regulatory Commission (CERC) has released the draft Fifth Amendment to the Inter-State Transmission System (ISTS) regulations, proposing changes aimed at supporting higher renewable energy integration and battery energy storage systems (BESS). The amendments seek to improve transmission planning, grid flexibility and project implementation while accommodating the rapid growth of renewable energy capacity. The proposal is expected to strengthen India’s evolving power system and facilitate efficient integration of solar, wind and storage projects into the national transmission network.

Coal India Limited has invited Engineering, Procurement and Construction (EPC) bids for a 187.5 MW/750 MWh Battery Energy Storage System (BESS) project in Telangana. The large-scale storage project is aimed at supporting grid stability, renewable energy integration and flexible power management. The tender marks Coal India’s continued diversification into clean energy infrastructure while strengthening India’s rapidly growing battery storage market. The project is expected to play a significant role in improving grid reliability and supporting the country’s energy transition.

Central Electronics Limited (CEL) has invited bids for the development of a 30 MW solar photovoltaic project at the Sanjay Gandhi Thermal Power Station (SGTPS) in Madhya Pradesh. The project is expected to strengthen renewable energy deployment at existing power infrastructure while contributing to cleaner electricity generation. The tender reflects continued investment in utility-scale solar projects and supports India’s long-term renewable energy expansion objectives.

Rajasthan Solar Park Development Company Limited (RSPDCL) has invited bids from SEBI-registered credit rating agencies for the assignment of its issuer credit rating. The initiative is intended to strengthen financial transparency, improve access to funding and support future renewable energy investments. Obtaining a formal credit rating is expected to enhance investor confidence while supporting the company’s role in developing large-scale solar infrastructure across Rajasthan.

The Rajasthan Electricity Regulatory Commission (RERC) has clarified that behind-the-meter captive solar plants must fulfil Renewable Purchase Obligation (RPO) requirements through self-consumption. The clarification provides greater regulatory certainty for captive renewable energy projects while reinforcing compliance under the state’s renewable energy framework. The decision is expected to guide industries and captive power developers in planning future renewable energy investments.

The Bihar Electricity Regulatory Commission (BERC) has continued hearings on the open access charge dispute involving Bihar utilities and East Central Railway. The proceedings focus on regulatory and commercial issues related to open access charges and their applicability. The outcome is expected to provide greater clarity for consumers, utilities and open access stakeholders while supporting a transparent regulatory framework.

Rajasthan Renewable Energy Corporation Limited (RRECL) has invited bids to appoint a SEBI-registered credit rating agency for assigning its issuer credit rating. The move aims to strengthen the corporation’s financial standing, improve market credibility and support future renewable energy investments across Rajasthan. The initiative aligns with the state’s continued expansion of clean energy infrastructure.

The Bihar Electricity Regulatory Commission (BERC) has raised concerns over delays and escalating costs associated with a 10 MW solar power procurement petition. The commission sought further clarification on project execution timelines and financial implications before proceeding with regulatory approval. The case highlights the importance of timely project implementation and effective cost management in utility-scale solar procurement.

The Appellate Tribunal for Electricity (APTEL) has remanded a 50 MW solar project case in Tamil Nadu after identifying unresolved force majeure issues. The tribunal directed the relevant authorities to re-examine the matter before issuing a fresh decision. The ruling reinforces the importance of comprehensive contractual evaluation and fair regulatory treatment in renewable energy projects.

The Uttar Pradesh Electricity Regulatory Commission (UPERC) has clarified the methodology for calculating interest on tariff adjustments under the Captive and Renewable Energy Generating Plants Regulations, 2024. The clarification provides greater certainty for generators and distribution utilities while improving consistency in tariff implementation and regulatory compliance across the state.

India’s solar journey continues to accelerate, growing from 3 GW to 162.15 GW, supported by the proposed ₹5,070 crore Pradhan Mantri Surya Sarovar Yojana. The initiative is expected to expand solar deployment, promote sustainable energy infrastructure and strengthen India’s renewable energy ambitions. The programme reflects the government’s continued commitment to scaling clean energy while supporting long-term energy security and climate goals.
