ITI Limited Invites Proposals For 10 MW Solar Power Plant In Prayagraj

ITI Limited has released a Request for Proposal (RfP) for selecting a suitable business partner to set up a 10 MW (AC) ground-mounted grid-connected solar power plant at its Naini facility in Prayagraj, Uttar Pradesh. The proposal also includes the identification and selection of solar power purchasers for the electricity generated through the plant. The RfP was issued on 11th March 2025 and is open for submission until 2nd April 2025 at 5:00 PM. The technical bid will be opened on 3rd April 2025 at 11:00 AM. The date for opening financial bids will be communicated to technically qualified bidders later.

The solar power plant is to be developed on approximately 30 acres of land provided by ITI Limited on a right-to-use basis for 25 years after the Commercial Operation Date (CoD). ITI will offer open access transmission connectivity already granted from UPPTCL, a bay at the nearest 33KV UPPCL substation, electricity supply, and water supply for the plant. The solar power developer will be responsible for designing, engineering, procuring, installing, and commissioning the solar plant, as well as managing operations, maintenance, and power evacuation. The scope also includes arranging all necessary permits and clearances and identifying power purchasers.

The RfP cost is ₹10,000, payable via Demand Draft (DD) or through RTGS/NEFT in favor of ITI Limited, Naini. An Earnest Money Deposit (EMD) of ₹10 lakh is also required, with a validity of 120 days. The EMD must be submitted via DD, RTGS/NEFT, or Bank Guarantee, payable to ITI Limited at SBI ITI Complex, Naini. No exemptions from EMD and RfP fees will be provided, even for MSMEs or startups.

The successful bidder must provide a Performance Bank Guarantee (PBG) or Security Deposit of ₹1 crore, valid for 24 months, in the form of FDR, CDR, or Bank Guarantee. If the successful bidder fails to furnish the security deposit within the stipulated time frame, it will be considered a lack of interest in signing the Power Purchase Agreement (PPA), and the EMD will be forfeited.

Key dates for the proposal process include the issue date on 11th March 2025, the last date to submit clarifications by 17th March 2025, the submission deadline on 2nd April 2025, and the opening of the technical bid on 3rd April 2025. These timelines are crucial for bidders to adhere to to remain eligible.

This project aligns with ITI Limited’s diversification into solar energy as part of its strategy to support sustainable and renewable energy initiatives. The solar modules used in this project will be manufactured by ITI under its brand name. Additionally, the successful bidder will have to source ITI’s solar modules at mutually agreed prices, with ITI holding the first right of refusal for module supply.

ITI will supervise the execution of the project and has designated a nodal officer to assist the selected bidder with site visits and coordination. Bidders are required to submit their offers online through the ITI Limited eWizard portal.
