JVVNL has invited bids for a pilot project to deploy 20 small-scale standalone decentralized Battery Energy Storage Systems (BESS) at the Distribution Transformer (DTR) level across Jaipur Discom. The tender has been issued under NIT No. JVVNL/SE(KUSUM)/XEN(RE-DSM)/TN-BESS-02 and will be implemented under the CAPEX mode.
Each BESS unit will have a capacity of 100 kW/200 kWh, taking the total project capacity to 2 MW/4 MWh. The scope includes the design, supply, testing, installation, and commissioning of the systems, along with a five-year Comprehensive Annual Maintenance Contract (CAMC). The estimated project cost is around Rs 6 crore.
The tender will follow a single-stage, two-part bidding process covering technical and financial bids. Tender documents became available for download on August 14, 2026, at 6:00 PM. A pre-bid meeting is scheduled for August 21 at 3:00 PM at Vidyut Bhawan, Jaipur.
Online bid submission will begin on September 1 at 3:00 PM, while the deadline for submitting bids and paying the applicable fees is September 15, 2026, by 5:00 PM. Technical bids will be opened online on September 17 at 3:00 PM. The date for opening financial bids will be announced separately for bidders qualifying in the technical stage.
The Earnest Money Deposit (EMD) or bid security is set at 2% of the estimated project cost. The tender specifies an EMD requirement of Rs 300 per kWh for the capacity quoted. It must be submitted through a physical Bank Guarantee, Insurance Surety Bond, or Payment on Order Instrument.
Bidders are also required to pay a non-refundable tender document fee of Rs 10,000 plus 18% GST and an RISL e-procurement processing fee of Rs 2,950, inclusive of 18% GST. These payments are to be made through RTGS or NEFT.
The pilot is expected to support decentralized energy storage at the distribution level and help Jaipur Discom assess the operational benefits of small-scale BESS deployment.
