MAHAPREIT Invites Bids For 30 MW Rooftop Solar Project PMC In Goa

The Mahatma Phule Renewable Energy & Infrastructure Technology Ltd. (MAHAPREIT), a subsidiary of the Government of Maharashtra, has recently issued an official invitation for electronic bids to appoint a Project Monitoring Consultant (PMC) for its ambitious rooftop solar project initiative in Goa. The project involves the development of 30 MW(AC) of distributed grid-connected rooftop solar photovoltaic systems across various government buildings in the state. This initiative forms part of MAHAPREIT’s larger mission to promote renewable energy and sustainable development as a means to support economic growth and green technology adoption.

The selected consultant will have a comprehensive role, covering all stages of the project from pre-construction to post-commissioning. In the initial phase, the consultant will review detailed engineering designs, verify the suitability of solar modules and inverters, and ensure that rooftop structures can handle the planned solar installations. During the construction phase, the PMC will provide regular site supervision, monitor the quality of work, verify materials against test reports, and prepare bi-weekly progress updates. The consultant will also oversee testing and commissioning, approve as-built drawings, and issue a final performance certification to confirm the project’s readiness for operation.

The consultancy engagement is expected to last 15 months or until the completion of the projects, whichever comes later. To effectively manage the operations, the successful bidder will need to establish a dedicated PMC site office in Goa. This office will be staffed with a technical team of 13 members, including a Project Manager, engineers with various specializations, and safety experts, to ensure proper oversight and compliance with project standards.

MAHAPREIT has set clear eligibility criteria for bidders. The company or consortium interested in the project must have prior experience in monitoring solar projects with a minimum cumulative capacity of 10 MW over the last five years. Out of this, at least 2 MW should specifically relate to rooftop solar projects. Financially, bidders must demonstrate an average annual turnover of at least ₹5.00 Crore for the past three financial years along with a positive net worth, ensuring that only capable and financially stable entities participate in the tendering process.

Key financial details for prospective bidders have also been outlined. The Earnest Money Deposit (EMD) required is ₹3,00,000, while the Performance Bank Guarantee or retention security deposit is 5% of the total contract value. The cost of the offer document is ₹10,000 plus 18 percent GST, and there is a bid processing fee of ₹50,000 plus 18 percent GST. These financial requirements are part of the standard tendering process to ensure commitment and reliability from bidders.

Important dates related to the bidding process include the publication date of December 4, 2025, and the tender download start date of December 18, 2025. A pre-bid meeting is scheduled for December 8, 2025, at 3:00 PM. The last date for online bid submission is December 18, 2025, by 3:00 PM, with the technical bids opening later that day at 4:00 PM. Bidders are required to submit their proposals online through the official e-tendering portal of the Government of Maharashtra. All submitted offers will remain valid for 120 days from the date of opening of the price quotes.

This tender represents a significant step in MAHAPREIT’s efforts to expand renewable energy infrastructure in India. By focusing on rooftop solar installations on government buildings, the initiative aims to generate clean power, reduce dependency on conventional energy sources, and promote sustainability. With the selection of a qualified PMC, the project is expected to be executed efficiently, ensuring quality, timely completion, and optimal performance, reflecting the government’s commitment to clean energy and technological advancement.

The project is likely to have far-reaching impacts, not only in terms of energy generation but also in creating awareness and demonstrating the viability of rooftop solar systems. It underlines the government’s proactive approach to integrating renewable energy solutions into public infrastructure and contributing to India’s broader energy transition goals.
