Maharashtra Invites PPP Bids For 200 MW Floating Solar With BESS And 22.5 MW Hydro Plant Upgrade

The Water Resources Department of the Government of Maharashtra has invited bids from eligible contractors and developers for two major renewable energy and infrastructure projects in Parbhani and Hingoli districts under a Public-Private Partnership (PPP) model. The tender has been issued by the Executive Engineer, Purna Irrigation Division, Basmathnagar, through E-Tender Notice No. 02 for the financial year 2026-27.

The tender covers the redevelopment and management of an existing hydroelectric power project as well as the development of a large-scale floating solar and battery energy storage facility on the reservoir of the Purna Project.

The first project involves the upgradation, operation, maintenance, and management of the existing 22.5 MW Yeldari Dam Hydroelectric Plant. The hydroelectric facility is part of the Purna Irrigation Project and will be offered to selected developers under the PPP framework. The objective is to improve operational efficiency, ensure effective maintenance, and maximize renewable power generation from the existing hydro resource.

The second project focuses on the development of a 200 MW Floating Solar Photovoltaic (FSPV) project integrated with a Battery Energy Storage System (BESS) on the reservoir surface of the Purna Project. The initiative aims to utilize available water reservoir areas for clean energy generation while incorporating energy storage capabilities to support grid stability and improve renewable energy utilization.

According to the tender schedule, the document was issued on July 24, 2026. The detailed bid documents will be available for interested participants from July 28, 2026, to August 11, 2026. The technical bids will be opened on August 12, 2026.

The department has stated that details regarding the Earnest Money Deposit (EMD) and Performance Bank Guarantee (PBG) are not included in the preliminary tender notice. Interested bidders are required to access the complete tender documents available on the Maharashtra Government’s official e-tendering portal for information related to bid security, financial requirements, and other conditions.

All bidding activities must be completed online through the official Maharashtra e-tender portal. The department has advised bidders to regularly check the portal for any corrigendum, modifications, or additional instructions related to the tender process. No separate notifications regarding changes will be issued through other media channels.

The projects represent Maharashtra’s efforts to expand renewable energy generation through innovative models combining hydropower, floating solar technology, and battery storage solutions. The integration of floating solar with energy storage is expected to support clean power generation while making efficient use of existing water infrastructure.
