The Ministry of New and Renewable Energy (MNRE) has issued a clarification to simplify the process for claiming exemptions from the Approved List of Models and Manufacturers (ALMM) List-II requirement for solar PV cells in rooftop solar projects. The clarification comes after several project developers raised concerns about projects that were fully installed before June 1, 2026, but could not be commissioned under the net-metering framework due to delays beyond their control.
According to the ministry, developers of eligible rooftop solar projects can apply for an exemption through the dedicated online portal. To qualify, they must provide evidence showing that 100% of the solar PV modules were installed at the project site before June 1, 2026. The required documents include GIS-tagged site photographs, invoices, daily installation reports, and a self-certification confirming the installation status.
To prevent further delays, the ministry has introduced an interim arrangement while exemption applications are being reviewed. Under this provision, Distribution Companies (DISCOMs) can verify the submitted documents and allow commissioning of the projects using modules listed under ALMM List-I. However, such commissioning will remain subject to the final approval of the exemption application by the competent authority.
The ministry has clearly stated that this relaxation will be available only for a limited period. Eligible projects must be commissioned within one month from the date of issuance of the clarification. If commissioning is delayed due to issues on the part of the DISCOM, the reasons must be recorded in writing on the commissioning certificate. No exemption applications will be accepted after the one-month window closes.
DISCOMs have been assigned the responsibility of verifying and certifying the eligibility of projects seeking this benefit. They must maintain detailed records, including installation dates, reasons for commissioning delays, and confirmation that all eligibility conditions have been met.
MNRE emphasized that this measure is only a temporary relief aimed at resolving specific cases where projects faced local commissioning delays. The ministry also clarified that the June 1, 2026 implementation date for ALMM List-II remains unchanged. The exemption does not alter the applicability of ALMM requirements for net-metering, open-access, or renewable energy projects, and all other conditions of the earlier memorandum issued on May 25, 2026, will continue to apply.
