MNRE Issues Guidelines For PM-Surya Ghar Rooftop Solar Implementation Models

The Ministry of New and Renewable Energy (MNRE) has issued operational guidelines for implementing components under the PM-Surya Ghar: Muft Bijli Yojana. These guidelines focus on the ‘Payment Security Mechanism’ (PSM) and ‘Central Financial Assistance’ (CFA) components for rooftop solar installations using RESCO and Utility-Led Aggregation (ULA) models.

Under the RESCO model, third-party entities invest in rooftop solar installations, enabling consumers to pay only for the electricity consumed without incurring upfront installation costs. The ULA model allows DISCOMs or state-designated entities to install rooftop solar systems on behalf of individual households in the residential sector.

To support these initiatives, the scheme has allocated a ₹100 crore corpus fund for the Payment Security Mechanism. This fund is designed to de-risk investments in RESCO-based grid-connected rooftop solar models for residential consumers. Additional funding sources may be included with Ministry approval.

The guidelines clarify that these implementation models are in addition to the existing consumer-driven capex mode. Consumers can continue using the national portal, , to implement rooftop solar installations. These alternative models aim to enhance the scheme’s reach and provide consumers with more options for adopting solar energy, promoting renewable energy in the residential sector.
