MTerra Solar Surpasses Milestone with 54% of Phase 1 Completed, Poised to Become World’s Largest PV-Storage Project

The MTerra Solar project, set to become the world’s largest integrated solar and battery energy storage facility, is progressing ahead of schedule, with 54% of first-phase construction completed just eight months into development.

According to project owner Meralco PowerGen Corp. (MGen), a total of 778 megawatts (MW) of solar capacity had already been installed by the end of June—exceeding the initial 750 MW target—making it the largest solar installation in the Philippines to date.

Located across the provinces of Nueva Ecija and Bulacan on the island of Luzon, the project is expected to deliver 3.5 gigawatts (GW) of solar power along with 4.5 gigawatt-hours (GWh) of battery energy storage, capable of supplying clean electricity to approximately 2.4 million Filipino households once complete.

The project’s rapid advancement has been supported by significant workforce mobilization. At its peak, over 9,500 workers were deployed on-site, contributing more than 5 million man-hours. As part of the first phase, a 500 kV transmission line is also under construction to connect the facility to the existing Nagsaag-San Jose grid. This first phase is scheduled for completion in 2026, with a second phase planned for 2027.

The MTerra Solar project is being developed through MGen’s affiliate, Terra Solar Philippines Inc., with backing from international and local partners. In 2024, UK-based infrastructure investor Actis committed a $600 million investment in the project, joining MGen Renewable Energy Inc. and its subsidiary, SP New Energy Corp. (SPNEC).

SPNEC is leading the construction with engineering, procurement, and construction (EPC) support from Energy China, PowerChina, and Meralco Industrial Engineering Services Corp. Huawei has been tapped to supply the battery energy storage system, while the high-voltage interconnection line is being handled by Maxipro Development Corp. and Fujian Electric Power and Engineering Co. Ltd.

This landmark solar and storage development is also helping MGen accelerate its broader clean energy targets. In its latest statement, the company said it is on track to achieve its goal of reaching 1.5 GW of renewable energy capacity by 2030—three years ahead of schedule—thanks largely to the momentum of the MTerra project.

Once operational, the project is expected to play a crucial role in strengthening the country’s energy security, reducing reliance on fossil fuels, and supporting the Philippines’ transition to a low-carbon economy.
