NERSA Launches ISO-Based Governance Programme To Strengthen South Africa’s Electricity Regulation

The National Energy Regulator of South Africa (NERSA) has launched an organizational readiness programme aimed at strengthening its internal governance and improving the way it regulates the country’s electricity sector. As part of this initiative, the regulator is introducing an Integrated Management System (IMS) aligned with internationally recognized ISO standards, including ISO 9001 for Quality Management Systems, ISO 14001 for Environmental Management Systems, and ISO 45001 for Occupational Health and Safety Management Systems. The programme is expected to improve operational efficiency, regulatory consistency, and institutional accountability as South Africa’s electricity market continues to evolve.

To support the implementation of the programme, NERSA has appointed Thero Services as the specialist service provider to conduct an organizational readiness assessment and develop a roadmap for integrating the management systems. The assessment will review existing processes and identify areas for improvement to ensure that the regulator is better equipped to meet the demands of a rapidly changing electricity sector.

The initiative comes at a time when South Africa is experiencing significant changes in its electricity market. The country is seeing increased private sector participation and strong growth in renewable energy projects, with more than 6.6 GW of new generation capacity connected to the national grid during the first half of 2025. As the electricity sector becomes more competitive and diversified, NERSA is preparing to strengthen its regulatory systems to effectively oversee market reforms while maintaining transparency and accountability.

Each ISO standard will contribute to different aspects of NERSA’s operations. ISO 9001 will focus on improving service quality, customer satisfaction, and process efficiency. ISO 14001 will strengthen environmental management practices, ensuring that environmental considerations are integrated into the regulator’s activities. ISO 45001 will enhance workplace health and safety through structured risk management and continuous improvement.

As part of the readiness programme, NERSA will also engage stakeholders across the electricity sector through a series of virtual consultation sessions. Electricity generation licensees, including both renewable and conventional power producers, will participate in discussions on July 20, 2026, while electricity transmission and distribution licensees will join dedicated sessions on July 24, 2026. The consultations will help validate the findings of the readiness assessment and gather feedback that will shape the implementation of the Integrated Management System. Through this process, NERSA aims to build a more efficient, transparent, and resilient electricity regulator capable of supporting South Africa’s ongoing energy transition.
