NVVN Invites Bids For 2000 kW Solar Project At India Security Press, Nashik

NTPC Vidyut Vyapar Nigam Limited (NVVN), acting as the Project Management Consultant on behalf of the India Security Press (ISP) in Nashik, has issued an Invitation for Bids for the development of a major solar power project. The tender is for setting up a 2,000 KW grid-connected ground-mounted solar project at the ISP facility. The initiative reflects the government’s continued efforts to increase renewable energy installations within essential public infrastructure while supporting sustainability goals. This project will be financed through the resources of ISP or through borrowing, and it will be processed under Domestic Competitive Bidding on a Single Stage Two Envelope basis. Under this system, the technical and commercial bids will be evaluated first, followed by the price bid of the eligible bidders.

The scope of work for this contract is extensive, covering complete Engineering, Procurement, and Construction (EPC) of the solar photovoltaic project. Beyond construction, the contractor will also be responsible for operations and maintenance for a period of five years from the commissioning date. The successful bidder must manage detailed engineering design, testing, and installation activities, along with a preliminary visual assessment of the ground-mounted area. Tasks will also include arranging basic utilities such as electricity and water, ensuring security, and determining the final optimized plant capacity based on the approved design. The bidder is required to conduct a mandatory site visit before participating, and an undertaking confirming the visit must be provided. The site will be handed over on an “as is, where is” basis.

Bidders are required to submit their proposals online through the Government e-procurement portal of NIC (GePNIC) at the specified portal. The process is fully electronic and does not involve any cost for the bidding document. However, a Bid Security or Earnest Money Deposit is compulsory for participation. The EMD amount specified for this project is ₹20,00,000, payable in favor of NVVN. Any bid submitted without a valid EMD will not be considered and will be rejected. The tender also emphasizes that bidders must follow all instructions and submit all required documents within the deadlines.

Important dates for the project, including the bid submission end date, are 23rd December 2025. Therefore, interested bidders must visit the portal regularly for updates. The date and time for the opening of the price bid will be communicated later by NVVN. Only Class-I and Class-II local suppliers are eligible to participate in this tender as per the Public Procurement (Preference to Make in India) policy.

This tender is expected to attract significant interest from EPC companies engaged in solar power development, particularly those experienced in industrial and government projects. The involvement of NVVN as the procurement body further strengthens the credibility and transparency of the tendering process. The initiative also reinforces the government’s objective of maximizing renewable energy usage and supporting self-reliance in energy generation across strategic institutions. The upcoming project at ISP Nashik stands as another example of the growing momentum toward clean energy adoption within India’s public sector landscape.
