NVVN Invites Bids For 7.055 MW Rooftop Solar Projects In West Bengal And Bihar

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited bids for the development of a 7,055 kW grid-connected rooftop solar power project across various establishments under the Ministry of Home Affairs (MHA) in West Bengal and Bihar. The tender has been issued through a domestic competitive bidding process under Bidding Document Number NVVN/C&M/RE-547/2026-27.

The project aims to expand rooftop solar power deployment at designated MHA facilities in the two states. NVVN has outlined a comprehensive scope of work for the selected engineering, procurement and construction (EPC) contractor, covering all major stages of project implementation, from initial design to installation and commissioning.

Under the tender, the successful bidder will be responsible for the design, engineering, supply, installation, testing and commissioning of the entire rooftop solar power system. The contractor will also provide operations and maintenance (O&M) services for a period of 10 years, ensuring the continued operation and performance of the installed systems throughout the contractual period.

The scope of work also includes obtaining the necessary permits, statutory approvals and licences required for project execution. The selected contractor will additionally be responsible for facilitating net metering arrangements in accordance with the applicable requirements. These responsibilities are intended to cover the project lifecycle, from implementation through long-term maintenance.

NVVN plans to finance the project through a combination of external commercial borrowings, domestic commercial borrowings or its internal financial resources. The financing arrangement will support the implementation of the rooftop solar installations at the identified locations in West Bengal and Bihar.

Participation in the bidding process is restricted to eligible bidders enlisted with NVVN who meet the applicable requirements under the tender. Companies must qualify as either Class-I local suppliers or Class-II local suppliers under the Public Procurement (Preference to Make in India) orders. The tender also specifies eligibility requirements for bidders from countries sharing a land border with India, as well as entities having specified technology transfer arrangements with companies from such countries. Such bidders must obtain registration from the competent authority, wherever applicable, to participate in the process.

The tender requires bidders to submit an earnest money deposit (EMD) of ₹50 lakh as bid security. Any bid submitted without the prescribed security will be rejected as non-responsive. Bank guarantees for the EMD must be submitted electronically through the National e-Governance Services Limited (NeSL) platform. Physical bank guarantees will not be accepted.

Detailed provisions governing the performance bank guarantee and other contractual requirements are available in the comprehensive bidding documents.

NVVN has directed interested bidders to consult the NTPC e-procurement portal at for the official notice inviting tender, document availability, submission deadlines and bid opening schedule. No pre-bid conference is planned, while bidder queries must be submitted within the timeline specified on the portal.

Bidders have also been advised to visit the project sites before submitting their proposals, as the locations will be handed over on an “as is where is” basis.
