REIL Invites Bids For 1 MWp Grid-Connected Solar Power Project In Hyderabad With Five-Year Maintenance

Rajasthan Electronics & Instruments Limited (REIL), a Mini Ratna Central Public Sector Enterprise, has invited bids for the design, supply (excluding solar PV modules), installation, testing, commissioning, and comprehensive operation and maintenance for five years of a 1 MWp grid-connected solar photovoltaic power plant in Hyderabad, Telangana. The tender, issued under reference number REIL/RE/2024-25/21, was announced on February 12, 2025.

The estimated cost of the project is ₹2.45 crore, and interested bidders are required to submit a tender fee of ₹1,000 and an Earnest Money Deposit (EMD) of ₹4,90,000 through demand draft, RTGS, or bank guarantee. The last date for online tender submission is February 27, 2025, by 5:00 PM, with technical bids scheduled to be opened on February 28, 2025. The submitted bids must remain valid for 90 days from the last date of submission.

The scope of work includes conducting a site survey, preparing a detailed project report (if required), designing the array layout, obtaining necessary approvals from the concerned distribution company for grid connectivity and net metering, supplying all required materials except solar PV modules, carrying out installation, and ensuring successful commissioning. The selected contractor will also be responsible for the five-year operation and maintenance of the power plant.

REIL has specified that only online bids will be considered for this tender. The bidding documents can be downloaded from the REIL website or the Central Public Procurement Portal (CPPP). Interested bidders must have a valid digital signature certificate to participate. The bid submission process includes both technical and commercial bids, and any modification or clarification will be communicated via the mentioned portals.

To qualify for the tender, bidders must meet specific eligibility criteria. They should be a registered company, firm, or corporation in India with experience in designing, supplying, installing, and commissioning grid-connected solar power plants. The bidder must have completed similar projects in the past seven years, with at least one project valued at ₹1.96 crore, two projects worth ₹1.22 crore each, or three projects of ₹98 lakh each. Additionally, the bidder must provide an operations and maintenance report for at least one completed project.

Financial eligibility criteria require bidders to have an average annual turnover of at least ₹73.50 lakh over the last three financial years and a minimum net worth of 10% of the estimated project cost. They must also provide a letter from a financial institution confirming funding availability or declare internal financial resources for the project.

The selection process involves an evaluation of technical bids, followed by an opening of price bids for technically qualified bidders. The lowest bid (L1) will be given preference, but REIL reserves the right to negotiate or split the work among multiple bidders. The company also has the right to reject any or all bids without assigning reasons.

REIL has stated that the contractor must complete the project on a turnkey basis, ensuring compliance with all technical specifications, safety standards, and environmental guidelines. The successful bidder must provide comprehensive maintenance services for five years, including module cleaning, routine checks, and performance monitoring. The performance ratio must be at least 75% at the time of inspection, and the capacity utilization factor (CUF) should be maintained at a minimum of 15% annually.

The project aims to strengthen the solar energy infrastructure in Hyderabad, contributing to India’s renewable energy goals. REIL encourages participation from experienced firms to ensure the successful execution of the project while maintaining quality and efficiency.
