REIL Issues 5 MW Rooftop Solar Rate Contract For Jammu & Kashmir Government Buildings

Rajasthan Electronics & Instruments Limited (REIL), Jaipur, a “Mini Ratna” Central Public Sector Enterprise, has issued a major Rate Contract for a significant solar power project in the Union Territory of Jammu & Kashmir. The project encompasses a total capacity of 5 MWp (Megawatt peak), covering rooftop solar systems ranging from above 1 kWp up to 100 kWp. The contract specifically includes Survey, Design, Supply of Balance of System (BOS) excluding SPV modules, Erection, Testing, Commissioning, and comprehensive Operation and Maintenance for a period of five years.

The total estimated value of the project is ₹9.80 Crore, indicating a significant investment in the region’s green energy infrastructure. The tender process has been structured as an Open (Domestic) Tender cum Auction, following a Single Stage Two Envelope Bidding System. An e-Reverse Auction is planned to take place after the opening of the financial bids to finalize the successful bidder.

The Tender Information Summary (TIS) clearly outlined critical dates for interested bidders. The tender was published and made available for download starting December 5, 2025, at 14:00 Hrs. The deadline for submitting bids, which also marked the end of document downloading, was set for December 11, 2025, at 14:00 Hrs. Technical-commercial bids were scheduled to be opened the following day, on December 12, 2025, at 14:00 Hrs. All bids submitted were required to remain valid for a period of 90 days from the date of opening.

Participation in the bidding process required bidders to submit an Earnest Money Deposit (EMD) or Bid Security of ₹3,92,000 per MW of quoted capacity, amounting to ₹19,60,000 for the full 5 MW allocation. Additionally, the successful bidder is obligated to furnish a Performance Security deposit or Performance Bank Guarantee (PBG) and sign a formal Contract Agreement prior to commencing any work.

The project also comes with a strict timeline for execution. The awarded bidder is required to complete the installation and commissioning of the allocated capacity within five months from the date the Work Contract is issued, in line with the Scheduled Commercial Operation Date (SCOD). All communications and submissions related to this Rate Contract are to be handled exclusively through the designated e-procurement portal, ensuring transparency and efficiency throughout the tendering and execution process.

This initiative by REIL reflects the continued emphasis on expanding renewable energy capacity in Jammu & Kashmir while promoting government rooftop solar installations and supporting sustainable energy adoption in the region.
