Saudi Arabia has completed construction of an $8.5 billion green hydrogen project at Oxagon in NEOM, marking a major step in the country’s clean energy ambitions. The facility, developed by NEOM Green Hydrogen Company, is a joint venture between ACWA Power, Air Products, and NEOM.
With construction now complete, the project has entered the commissioning phase. Once operational, it is expected to become the world’s largest green hydrogen facility, producing up to 600 tons of carbon-free hydrogen per day.
The facility will use renewable electricity generated through an integrated network of solar and wind projects. The renewable energy system is designed to provide up to 4 GW of power, which will be used to operate the project’s electrolyzers and produce green hydrogen without direct carbon emissions.
The hydrogen will be converted into green ammonia, which is easier to store and transport over long distances. This will allow the project to supply international markets with a lower-carbon fuel and energy source.
The renewable energy infrastructure supporting the project is expected to be completed by mid-2026. After this stage, commissioning of the electrolyzers will continue, with the first commercial exports of green ammonia targeted for 2027.
The project is an important part of Saudi Arabia’s Vision 2030 strategy, which aims to reduce the country’s dependence on oil and develop new industries. Green hydrogen is expected to play an important role in this economic diversification and in Saudi Arabia’s plans to become a major global clean energy producer.
The NEOM project could also demonstrate the potential for large-scale renewable hydrogen production by combining solar, wind, electrolysis, and green ammonia production in one integrated facility. Its planned exports could help meet growing international demand for cleaner fuels, particularly in sectors where direct electrification remains difficult.
With commissioning now underway, the project is moving closer to commercial operations and could become a major reference point for the global green hydrogen industry.
