SJVN Green Energy Limited (SGEL) has invited online bids for a major solar power project in Rajasthan. The tender is for an Engineering, Procurement, and Construction (EPC) package along with land, aimed at developing up to 500 MW of AC grid-connected solar photovoltaic power projects. These projects will be located close to the 220 kV Bikaner-IV substation at Ambaran. In addition to the solar installation, the scope of work includes setting up the required transmission line and providing comprehensive operation and maintenance services for a period of three years. The tender will follow a single-stage, two-envelope bidding system, and the selection will be finalized through a reverse auction process.
This solar project is part of a larger agreement signed under a Power Purchase Agreement with Punjab State Power Corporation Limited (PSPCL) for the supply of 1000 MW of solar power. Out of this capacity, the current tender represents a significant portion. SGEL has specified that the minimum capacity a bidder can secure is 250 MW, while the maximum allocation allowed for a single bidder is 500 MW. This ensures a balance between broad participation and the development of large-scale renewable power. To maintain quality standards, SGEL has made it mandatory that bidders use solar modules listed in the latest “Approved List of Models and Manufacturers (ALMM)” issued by the Ministry of New and Renewable Energy (MNRE).
The tender process is structured with clear timelines. The bid documents were made available for download starting August 20, 2025, and this facility will remain open until September 11, 2025. A pre-bid meeting has been scheduled for September 1, 2025, at 11:00 AM, giving interested participants an opportunity to seek clarifications. The deadline for online submission of bids is September 12, 2025, by 2:00 PM. Immediately after, the techno-commercial bids will be opened on the same day at 3:00 PM. In addition to the online submissions, bidders must also provide hard copies of the required documents, with the final date for their submission set as September 22, 2025.
As part of the financial requirements, all bidders are required to submit an Earnest Money Deposit (EMD), which acts as bid security. The amount varies depending on the project size for which a bidder applies. For those bidding for 250 MW of capacity, the EMD has been fixed at 26.50 crore rupees, while bidders for the full 500 MW allocation must deposit 53 crore rupees. This requirement ensures that only serious participants enter the bidding process. While the bid document does not mention a separate Performance Bank Guarantee (PBG), the EMD itself serves as a vital financial safeguard in the bidding stage.
Alongside these requirements, SGEL has underlined that bidders must meet technical and financial eligibility criteria to qualify for participation. This ensures that only capable and experienced companies can undertake the development of such large-scale projects. The outcome of this tender will contribute significantly to the national renewable energy targets and help supply clean power to Punjab under the PPA arrangement. With its scale and structured bidding process, this project represents another important step toward India’s renewable energy goals.
