South Africa has launched a broad stakeholder consultation process to review its Revised Electricity Pricing Policy and proposed electricity market reforms. Minister of Electricity and Energy Dr. Kgosientsho Ramokgopa announced the initiative as the country works to modernize its electricity sector and adapt pricing and market structures to changing conditions.
The proposed reforms are intended to address rising electricity costs for households and businesses while creating a more competitive and transparent electricity market. The government is also seeking to ensure that electricity customers are not unfairly burdened with financial costs arising from municipal debt and revenue collection challenges.
A key part of the proposed policy is greater transparency in electricity pricing. The government plans to separate electricity costs across generation, transmission, and distribution. This would provide consumers with clearer information about how electricity tariffs are calculated and where the costs included in their bills originate.
The review also takes into account major structural changes in South Africa’s electricity sector. These include the ongoing restructuring of Eskom, the increasing contribution of independent power producers, and the diversification of the country’s electricity generation mix. The reforms are expected to provide a framework for a future market with multiple electricity suppliers.
The government has also proposed changes to the delivery of Free Basic Electricity to protect vulnerable households. Under the revised approach, electricity distribution databases could be integrated with social grant registers. This would enable eligible low-income households to be identified and verified automatically, helping them receive the support they are entitled to more consistently.
Another proposal focuses on electricity-intensive industries, including mining and manufacturing. The revised policy would allow special negotiated electricity pricing arrangements for qualifying sectors. The government aims to support industries facing high electricity costs, reduce the risk of operational closures, and protect employment.
The National Energy Regulator of South Africa is expected to play a central role in overseeing the evolving electricity market and ensuring that the regulatory framework supports fair competition.
The consultation process will allow electricity companies, businesses, industry bodies, civil society organizations and members of the public to provide feedback on the proposed changes. The government will consider the submissions before finalizing the revised framework.
The reforms are ultimately aimed at improving electricity affordability and transparency while supporting reliable power supply, grid expansion, market competition and South Africa’s broader economic development.
