TGERC Introduces Draft Resource Adequacy Regulations to Strengthen Power Planning and Renewable Integration In Telangana

The Telangana Electricity Regulatory Commission (TGERC) has introduced the Draft (Framework for Resource Adequacy) Regulations, 2025, aimed at ensuring a reliable electricity supply in the state through structured power planning. The new regulations establish a mandatory mechanism for planning generation resources to meet projected demand while maintaining an optimal generation mix and adhering to prescribed reliability standards. The framework is designed to cover demand assessment, generation resource planning, procurement planning, and ongoing monitoring and compliance, ensuring that the electricity system functions smoothly and sustainably.

The resource adequacy exercise under these regulations is to be carried out for a ten-year planning period and updated annually through a rolling process. Distribution licensees are required to prepare three distinct plans to manage electricity supply effectively. These include the Long-Term Distribution Resource Adequacy Plan (LT-DRAP), the Medium-Term DRAP (MT-DRAP), and the Short-Term DRAP (ST-DRAP). Accurate demand forecasting forms a critical part of this planning process. Forecasts must be done on an hourly or sub-hourly basis using modern analytical tools, scientific methodologies, and comprehensive input data, including historical consumption patterns and weather profiles. This approach ensures that the plans reflect real consumption trends and future energy needs with precision.

A significant feature of the new regulations is the emphasis on clean energy integration. The Resource Adequacy framework explicitly incorporates environmentally friendly technologies and includes mechanisms to manage the intermittency and variability of renewable energy sources. Solar generation, in particular, is addressed through the introduction of the Capacity Credit (CC) factor. This factor determines the proportion of installed solar capacity that can reliably contribute toward meeting the state’s total Resource Adequacy Requirement (RAR). The calculation involves multiplying the total solar capacity by its specific Capacity Credit factor, reflecting the variable nature of solar power, which is available only during daylight hours.

To ensure accuracy, the regulations mandate the use of the internationally recognized Effective Load Carrying Capability (ELCC) methodology to determine the firm capacity of variable renewable energy, including solar. The Capacity Credit factor used for planning purposes will be based on the average ELCC over a five-year rolling period. Distribution licensees are required to procure and analyze hourly generation data from solar resource locations over the past five years to make this calculation. In addition, to maximize the use of solar energy in the grid, Solar Generating Stations are given Must Run status, ensuring that the energy they produce is utilized whenever available.

The framework also addresses grid stability and flexibility by encouraging the integration of energy storage systems, flexible generation resources, and Demand Response measures. Demand Response allows for load shifting, enabling consumers to adjust usage patterns in response to grid needs, thereby helping manage real-time contingencies. The regulations further introduce an Operating Reserve requirement, which provides a buffer capacity to handle unexpected supply-demand fluctuations. This requirement is defined in consultation with the State Load Despatch Centre (SLDC) to ensure operational reliability.

Overall, the Draft Framework for Resource Adequacy Regulations, 2025, seeks to modernize electricity planning in Telangana. By combining accurate demand forecasting, systematic resource planning, and robust integration of renewable energy, the regulations aim to ensure a stable and reliable power supply. The focus on clean energy, grid flexibility, and contingency management reflects the state’s commitment to sustainable and resilient energy infrastructure, while also supporting the increased penetration of solar and other renewable sources into the electricity mix. These measures are expected to strengthen the overall efficiency and reliability of Telangana’s power system in the coming years.
