TNGECL Floats Tender For 20 MWp Rooftop Solar Project On Government Buildings Across Tamil Nadu

The Tamil Nadu Green Energy Corporation Limited (TNGECL) has launched a major competitive bidding process for the development of a 20 MWP grid-connected rooftop solar photovoltaic (PV) project across multiple government buildings in Tamil Nadu. This initiative is being implemented under the Renewable Energy Service Company (RESCO) model with a Net Feed-In Mechanism to promote clean energy adoption through distributed solar systems. The tender is being conducted through an open E-Tender system for a Works Contract, with the estimated project cost set at approximately ₹100 Crores.

Interested developers participating in the bidding process are required to submit a Bid Security in the form of an Earnest Money Deposit (EMD), valued at ₹1,25,000 per MW. The tender document does not specify any requirement for a Performance Bank Guarantee (PBG).

The Notice Inviting Tender (NIT) was officially released on December 5, 2025, at 4:00 PM, which also marks the tender floating date. The tender documents were made available for download on the same day at 5:00 PM. As part of the process, a pre-bid meeting is scheduled for December 10, 2025, at 11:30 AM. Developers must submit pre-bid queries by December 12, 2025, at 5:00 PM, and responses to these queries will be uploaded on December 16, 2025, at 5:00 PM.

The submission window for bids will open on December 19, 2025, at 2:00 PM. The last date and time for bid submission is December 29, 2025, at 2:00 PM, which will be followed by the electronic opening of bids on December 30, 2025, at 3:00 PM. The tenders will be opened at the Office of the Chief Engineer/NCES, 10th Floor, Western Wing, NPKRR Maligai, No.144, Anna Salai, Chennai-2. A note has been issued stating that if the scheduled bid opening date is declared a holiday, the opening will take place on the next working day automatically, without prior notification.

The initiative represents a significant step towards strengthening Tamil Nadu’s renewable energy portfolio by utilizing unused government rooftop spaces to generate clean electricity. The deployment of 20 MWP rooftop solar capacity under the RESCO model is expected to enhance the state’s green energy infrastructure, reduce grid dependency, and support Tamil Nadu’s long-term sustainability goals.
