UPNEDA Invites Bids For 2 MW On-Grid Hybrid Solar Rooftop Projects Across Uttar Pradesh

The Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has released a tender On-grid Hybrid Solar Rooftop (11kW-50kW)/2024-25. The tender is for the supply, erection, testing, and commissioning of On-grid Hybrid Solar Rooftop Power Plants with battery backup, ranging from 11 kW to 50 kW capacities. These systems will be installed on various government buildings across Uttar Pradesh. The selected bidder will also be responsible for comprehensive maintenance of these systems for a period of 10 years.

The total tentative capacity for this project is 2 MW, with an estimated cost of ₹44 crore including GST. The work must be completed within four months from the date of issuance of the work order or as specified by UPNEDA. The tender document was made available on the e-tender portal from March 18, 2025, after 6 p.m.

Bidders are required to submit an Earnest Money Deposit (EMD) equivalent to 2% of the estimated cost, which amounts to ₹88 lakh. This can be submitted in the form of a bank guarantee or demand draft. However, Micro and Small Enterprises (MSEs) located in Uttar Pradesh are exempted from submitting the EMD but must provide a Bid Security Declaration. The Performance Bank Guarantee (PBG) required is 5% of the work order value, which must be submitted by the successful bidder within 30 days of receiving the Letter of Intent (LOI) or work order.

The deadline for bid submission is March 28, 2025, up to 6 p.m. The technical bids will be opened on March 29, 2025, at 11:30 a.m., while the financial bid opening date for technically qualified bidders will be announced later.

The scope of work includes design, supply, installation, and commissioning of the solar rooftop systems with battery backup. It also covers obtaining necessary approvals from UPPCL/DISCOM and Electrical Inspectorate, feasibility studies, civil works, mounting of structures, installation of PV modules and batteries, DC/AC cabling, net metering, and the setup of remote monitoring systems. The systems must comply with BIS/MNRE technical specifications. The bidder is responsible for operation and maintenance for 10 years.

Only bidders who meet the eligibility criteria can participate. This includes being registered under the Companies Act or as a partnership/LLP, having experience in installing at least 600 kW of rooftop solar plants over the past five years, an average annual turnover of at least ₹13.20 crore in the best three out of the last five financial years, and a positive net worth. Bidders must also have valid GST registration and submit test reports of their proposed components from MNRE/NABL accredited labs.

The tender specifies that UPNEDA reserves the right to increase or decrease the quantity of work and to assign districts/divisions to the shortlisted contractors. The contractors are expected to set up service centers in the allocated districts to ensure smooth operation and maintenance of the systems.

The project aims to promote the use of renewable energy in Uttar Pradesh by installing reliable, grid-connected rooftop solar systems on government buildings. These initiatives are aligned with the state’s vision of increasing the adoption of clean energy sources.
