NTPC Green Energy Limited (NGEL), a wholly owned subsidiary of NTPC Limited, has issued an online invitation for bids for the comprehensive operation and maintenance of the 250 MW Shimbhu Ki Bhurj-1 Solar Station. The bidding is being conducted through a single-stage composite process, and the contract falls under the services category.

The scope of the project involves complete operation and maintenance services for the solar station for a period of two months. NGEL will finance this package through internal resources, and interested bidders are required to participate through the online e-procurement platform.

The bid submission end date is 4th August 2025. No queries from bidders will be entertained after the last date for receipt of queries, which is also specified on the portal.

Notably, there is no requirement for a tender fee or bid security/EMD (Earnest Money Deposit) for this particular tender, and a pre-bid conference will not be conducted. Similarly, reverse auction does not apply to this tender. These exclusions simplify the bidding process and lower the barrier for participation.

The bid submission and bid opening will both occur online through the NTPC portal, and bids will be opened in the presence of bidders’ representatives who choose to attend. However, NGEL reserves the right to reject any or all bids or to cancel the invitation without assigning any reason. No bidder will be entitled to make any claims arising out of such actions.

A significant point in the tender document is the eligibility condition concerning entities from countries that share a land border with India. Any bidder from such a country must be registered with the competent authority, as per the Government of India guidelines. This also extends to Indian bidders who have a technology transfer agreement with any such country. However, the registration requirement will not apply to bidders from countries where India is actively involved in development projects or has extended lines of credit.

Overall, the tender provides a good opportunity for eligible service providers in the renewable energy sector, especially those engaged in solar plant operations and maintenance, to work with one of India’s leading energy companies.
