DEWA Unveils AED 7.6 Billion Power Transmission Expansion Plan to Strengthen Dubai’s Grid and Support Economic Growth

Dubai Electricity and Water Authority (DEWA) announced that the total value of its ongoing electricity transmission network projects has exceeded AED 7.6 billion, marking a significant expansion of the emirate’s energy infrastructure.

During the first half of 2025, DEWA commissioned four 132 kV substations with a combined conversion capacity of 450 megavolt-amperes, at a cost of AED 725 million. These projects included the extension of approximately 228 km of transmission cables.

HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, confirmed that the authority is currently constructing 49 new 132 kV substations and two 400 kV substations. Additionally, DEWA has invited contractors to submit proposals for 11 new 132 kV substations, and plans are underway to establish more than 57 additional substations and extend 160 km of underground transmission cables over the next three years.

“These initiatives are aligned with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to build an advanced energy infrastructure that meets the growing electricity demands of Dubai’s population and economy,” said Al Tayer. He added that DEWA’s infrastructure development supports the Dubai Economic Agenda D33 and Dubai Social Agenda 33, aimed at transforming Dubai into a model city with world-class quality of life.

Al Tayer also noted that DEWA continues to adopt technologies of the Fourth Industrial Revolution, helping the authority maintain 100% reliability and availability in its power transmission system since 2018—earning global recognition for excellence.

Hussain Lootah, Executive Vice President of Transmission Power at DEWA, highlighted that the new substations serve key areas, including Al Yalayis 5, Hatta, and Warsan 4, supporting citizen housing projects and regional growth. By the end of H1 2025, DEWA’s total transmission infrastructure included 391 substations, comprising 27 at 400 kV and 364 at 132 kV.

The execution of these projects required over 4.5 million working hours, leveraging advanced digital technologies in line with DEWA’s broader push for digital transformation and smart utility operations.

In parallel, DEWA has awarded contracts to build 10 new 132 kV substations in areas such as Al Barsha South 2, Business Bay, Dubai Silicon Oasis, Airport City, Nad Al Sheba 1, and Wadi Al Safa 5, with a combined investment of AED 1.1 billion. Additionally, DEWA is extending 132 kV cables covering 60.6 km, at a cost of AED 288 million, to integrate these substations into the main transmission network.

These strategic developments underscore DEWA’s continued commitment to building a resilient, future-ready energy infrastructure in the Emirate of Dubai.
