PETRA Enhances Solar Initiatives: Expanded NEM Program and Extended SolaRIS Scheme

The Ministry of Energy Transition and Water Transformation (PETRA) has announced significant enhancements to the Net Energy Metering (NEM) Program and an extension of the Solar For Rakyat Incentive Scheme (SolaRIS) to encourage wider adoption of solar photovoltaic (PV) systems on building rooftops.

These initiatives align with Malaysia’s energy transition aspirations and the commitment to reducing the carbon footprint of energy consumers.

Key Updates to the NEM Program
PETRA has introduced updated guidelines to optimize rooftop utilization for solar PV system installations under the NEM Program. Notable changes include:

1.Increased Installed Capacity for Existing Users:
Current NEM users can now expand the capacity of their installed solar systems and transition to the latest NEM guidelines.

2.Inclusion of Agricultural Users:
The NEM Program has been extended to agricultural electricity users, enabling them to install solar PV systems. This initiative aims to support food security and sustainable farming practices.

Additionally, quotas for the NEM categories have been expanded:

NEM Rakyat (Domestic Users): The quota will be increased by 150MW, reaching a total of 600MW, to enable more households to benefit from rooftop solar installations.

NEM NOVA (Commercial and Industrial Users): The quota will rise by 300MW, totaling 1,700MW, assisting businesses in meeting Environmental, Social, and Governance (ESG) goals.
Applications for all NEM quotas will remain open until 30 June 2025 or until the quotas are fully allocated.

Extension of SolaRIS Scheme
The SolaRIS Scheme, which offers rebates of up to RM4,000 to domestic users for solar system installations, will now be available until 30 April 2025. Eligibility will continue to be governed by the scheme’s existing terms and conditions.

Effective Dates and Access to Guidelines
These updates to the NEM Program and the extension of the SolaRIS Scheme will take effect from 1 January 2025.
