Indian Oil Corporation Invites Bids For 1 MW Solar Module Replacement At Jodhpur Plant

Indian Oil Corporation Ltd. (IOCL) has invited electronic bids for the replacement of 1 MW solar capacity modules, along with necessary cabling, connectors, and integration with the existing system at their 5 MW solar power plant located in Rawra Village, Bap Tehsil, District Jodhpur. The tender is open for national competition and follows a two-bid system, with the bid submission process being conducted through the IOCL e-tendering portal. The tender aims to attract experienced contractors with strong financial standing and a solid reputation in the field.

The tender has been categorized as a works contract and falls under the open (national) e-tender category. Additionally, a reverse auction process will be conducted for the final selection of the contractor. The main work involves the replacement of solar modules and integration with the existing infrastructure, a key step in maintaining and enhancing the performance of the solar power plant.

Important dates for the tender process are as follows: the tender document will be available for download starting from 9:00 AM on January 5, 2025. Bidder clarifications can be submitted between 9:00 AM on January 5, 2025, and 9:00 AM on January 12, 2025. The online bid submission will begin on January 5, 2025, and end at 9:00 AM on January 12, 2025. The techno-commercial bid opening is scheduled for 3:00 PM on January 13, 2025, or a convenient date thereafter. The validity of the bids will be for four months from the date of the techno-commercial bid opening.

In terms of the contractor’s financial qualifications, bidders must have an annual turnover of at least ₹113.32 lakh during any one of the last three financial years, including the years 2021-22, 2022-23, and 2023-24. The turnover should be verified through audited financial statements or a certificate from a practicing chartered accountant. For foreign bidders, the annual turnover must be converted to INR based on the exchange rate as of the last date of the respective financial years. The financial documents should be submitted with the bid to confirm eligibility.

Additionally, the bidder must demonstrate experience in the completion of similar work. This includes having completed a project involving the supply, installation, testing, and commissioning of solar modules with a capacity of at least 300 kWp under a single work order. The bidder must have completed such work within the last seven years to be eligible.

The tender specifies that the Earnest Money Deposit (EMD) is ₹94,500.00 (Rupees Ninety-Four Thousand Five Hundred Only), and it is required from all bidders, including those registered as Micro, Small, and Medium Enterprises (MSEs). The performance security or security deposit (SD) is set at 2.5% of the nominal contract value, to be submitted at the time of contract signing. Alternatively, bidders can opt to submit the full security deposit amount of 10% of the nominal contract value.

This tender offers a significant opportunity for qualified contractors to contribute to the ongoing development of IOCL’s solar power infrastructure, which plays a vital role in the company’s renewable energy objectives. The selected contractor will be responsible for ensuring the successful integration of the new modules with the existing system, ensuring the plant’s continued efficiency and reliability.
