Balmer Lawrie Issues Re-Tender For 150 kWp Solar Plant And Electrical Works In Serampore, West Bengal

Balmer Lawrie & Co. Ltd. has issued a re-tender for the supply, installation, testing, and commissioning of electrical works and a 150 kWp pre-engineered building (PEB) roof-mounted solar plant at Delhi Road, Serampore, West Bengal. The tender, identified under reference number BL/LS/KOL/3PL/24-25/04R, was published on January 15, 2025. Interested bidders must submit their documents online and in hard copy before January 27, 2025, at 4:00 PM. The technical bid opening is scheduled for the same day at 5:00 PM.

The project includes two major components: electrical works and the installation of a solar plant. The electrical scope comprises tasks such as installing LT power control panels, wiring, earthing systems, and high-voltage low-speed fans. The solar plant segment involves the design, procurement, and commissioning of the solar PV system, which will operate under a five-year comprehensive annual maintenance contract (AMC) after a one-year defect liability period.

An Earnest Money Deposit (EMD) of ₹86,000 is required for participation. This amount can be submitted via demand draft, bank guarantee, or online transfer. The EMD must remain valid for 120 days from the submission deadline and will be refunded to unsuccessful bidders after the contract award. For the successful bidder, a performance security deposit equivalent to 2% of the basic contract value must be submitted within 15 days of the work order.

The project completion timeline is six months from the work order date or two months after the final work-front handover, whichever is later. Delays will incur liquidated damages at 0.5% of the contract value per week, capped at 5%.

Bidders must meet several pre-qualification criteria, including prior experience in similar projects, financial stability with a turnover exceeding ₹1 crore in the past three years, and possession of valid electrical licenses. Documents such as audited financial reports, work completion certificates, and technical proposals must be submitted.

This initiative aims to advance the infrastructure at the logistics facility while contributing to renewable energy adoption through the integration of solar power systems.
