Postal Electrical Division Issues Tender For 3-5 Kwp Grid-Tied Solar Power Plants In Jharkhand

The Executive Engineer (E) of the Postal Electrical Division in Kolkata has issued an online tender for the supply, installation, testing, and commissioning (SITC) of grid-tied solar power systems at various locations in Jharkhand. This tender invites bids for solar plants at Lohardaga, Garhwa, Godda, Ramgarh Cantt HO, and Simdega MDGs. The capacities of the solar plants to be installed range from 3 kWp to 5 kWp. The total estimated cost of the project is ₹24,672,000, with an Earnest Money Deposit (EMD) of ₹123,357. The deadline for submitting technical and financial bids is January 27, 2025, at 11:00 AM, with the technical bid opening scheduled for the same day at 12:00 PM.

The eligibility criteria for the tender require firms to have prior experience in similar solar projects with a capacity of at least 80% of the individual solar power plant capacity proposed in the tender. The firm must also have completed similar works in government or public sector undertakings during the last seven years. Additionally, bidders should meet financial requirements, including an average annual turnover of at least 50% of the estimated cost in the last three consecutive financial years. A notarized affidavit confirming that the work has not been subcontracted on a back-to-back basis is also required.

Bidders must submit their applications online via the Central Public Procurement Portal (CPPP) and are required to use a digital signature certificate for submitting the bids. The bids must be submitted in two parts: the technical bid, which includes all required documents, and the financial bid, which will only be opened for those whose technical bids are deemed compliant.

The contractor chosen for the project must complete the work within 90 days from the start of the contract. A performance bank guarantee (PBG) will be required from the successful bidder to ensure the completion of the project and adherence to the contract terms.

This tender marks a significant step towards increasing renewable energy infrastructure in the Jharkhand Circle, contributing to India’s solar energy targets and supporting government efforts to promote clean energy solutions.
