Polish and Hungarian trade bodies are looking to set up a regional green hydrogen subsidy programme to boost production across Central Europe.
Hydrogen Poland and the Hungarian Technology Association (HHTA) signed a memorandum of understanding (MoU) to cooperate on hydrogen regulations and the start-up of green ammonia production across the region.
They are exploring the establishment of a regional green hydrogen auction for producers to bid for subsidies. Details remain unclear. However, this could mirror emerging national auctions under the European Commission’s Auction-as-a-Service (AaaS) scheme.
Spain, Lithuania, and Austria have all launched AaaS scheme in 2024, following the same structure as the EU-wide European Hydrogen Bank auctions.
These auctions offer producers per kilogramme subsidies.
Hydrogen Poland and HHTA also said they would look to create a legal framework for a European green ammonia supply chain, while “developing and refining” the EU’s renewable fuels of non-biological origin (RFNBO) rules for green hydrogen production.
The rules, which have faced major criticism from industry and member states, look set to be changed, with a leaked Commission document this year.
This follows industry pressure on the Commission to review its RFNBO rules and relax regulations to potentially increase EU hydrogen production.
On the same day (April 15), the Prime Ministers of Poland and Japan entered a partnership allowing Poland to gain access to Japan’s ammonia technologies to open up green ammonia trade routes in Central Europe.
Hydrogen Poland and HHTA said the deal comes in response to the fuel crisis stemming from the conflict in Iran.
