ITI Limited Invites EOI For 5 MW Solar Plant With BESS At GB Pant University In Uttarakhand

ITI Limited, a public sector enterprise under the Ministry of Communications and IT, has invited Expression of Interest (EOI) from eligible business partners for the development of a major renewable energy project at the G.B. Pant University of Agriculture & Technology in Pantnagar, Uttarakhand. The project includes the design, supply, installation, commissioning, operation, and maintenance of a 5 MW ground-mounted Solar Power Plant integrated with a Battery Energy Storage System (BESS) under the Renewable Energy Service Company (RESCO) model for a period of 25 years.

The proposed project extends beyond the solar power plant and energy storage system. The selected business partner will also be responsible for supplying and installing 6,000 smart meters across the campus, deploying 100 solar-powered street poles, and establishing a central control room for monitoring and managing the overall system. These additional components are expected to improve energy efficiency, strengthen power management, and support the university’s long-term sustainability goals.

ITI Limited has adopted a two-bid selection process consisting of a technical bid and a financial bid. Both bids must be submitted online through the designated portal. The successful bidder will be selected based on the highest profit margin share offered to ITI Limited, making the financial proposal a key factor in the final evaluation after technical qualification.

Interested bidders are required to pay a non-refundable EOI fee of Rs. 5,900 along with an Earnest Money Deposit (EMD) of Rs. 2,00,000. The EMD may be submitted online or through a Fixed Deposit Receipt (FDR), Demand Draft (DD), or Bank Guarantee (BG) in favor of ITI Limited, Naini, payable at Prayagraj. The tender specifies that no exemption from the EMD or EOI fee will be available for Micro, Small and Medium Enterprises (MSMEs) or startup companies. The EMD must remain valid for 180 days from the last date of bid submission. For the successful bidder, the EMD may either be adjusted against the security deposit or refunded after submission of the required Performance Bank Guarantee (PBG).

Following the issuance of the Letter of Intent (LOI), the selected vendor will be required to submit a Performance Bank Guarantee or security deposit as specified in the end-customer’s work order. The amount and validity of the PBG will depend on the customer’s requirements and may be furnished through an FDR, Cash Deposit Receipt (CDR), or Bank Guarantee. Failure to submit the required performance security within the stipulated timeline will result in the forfeiture of the EMD.

According to the tender schedule, the EOI was issued on July 24, 2026. Bidder queries were accepted until July 30, 2026. The deadline for submitting technical and financial bids is August 8, 2026, at 10:00 Hrs, while technical bids will be opened on the same day at 10:30 Hrs. The date for opening financial bids will be announced later for bidders who successfully qualify in the technical evaluation.
