Seven companies have been shortlisted for the initial price bid stage of the Eastern Region Expansion Scheme-47 (ERES-47), an interstate transmission project being developed through the tariff-based competitive bidding (TBCB) route. The bidding process is being coordinated by REC Power Development & Consultancy Ltd (RECPDCL).
The shortlisted bidders include Power Grid Corporation of India Ltd (PGCIL), Adani Energy Solutions Ltd (AESL), Resonia Ltd, Dineshchandra R. Agrawal Infracon Pvt Ltd, Dilip Buildcon Ltd, PNC Infratech Ltd and Shivalaya Construction Ltd.
Following the initial price bid process, up to four bidders are expected to qualify for the electronic reverse auction (e-RA), which will determine the final price and identify the winning bidder.
Most of the shortlisted companies already have experience in interstate or intrastate transmission projects awarded through the TBCB mechanism. PNC Infratech is the exception and is relatively new to the interstate transmission system (ISTS) TBCB segment. The Agra-based infrastructure company has traditionally focused on roads, highways, water and industrial projects, including projects developed under the BOT and annuity models. However, it has increasingly participated in transmission tenders and has reportedly been shortlisted for at least five ISTS-TBCB schemes.
ERES-47 is officially designated as the “ERES-47; Nawada-Durgapur-Jeerat (New) 765kV Corridor.” The project is currently housed under Nawada Durgapur Power Transmission Ltd, a wholly owned subsidiary of RECPDCL.
The project is considered strategically important for strengthening the transmission network in eastern India. It will establish a new 765 kV transmission corridor and, together with existing transmission infrastructure, is expected to contribute to the development of a 765 kV intraregional transmission ring across the Eastern Region.
The estimated investment for ERES-47 is around ₹5,200 crore, with the project scheduled for completion by March 31, 2029.
The development comes amid increased activity in India’s ISTS-TBCB market during FY2026-27. As of September 13, 2026, 13 schemes had seen their project special purpose vehicles transferred, comprising six projects awarded to PGCIL and seven to private-sector developers.
Another six projects had received letters of intent but were awaiting SPV transfer, while one project had an L1 bidder declared but was pending LoI issuance. One scheme had reached the bidder-shortlisting stage without an L1 declaration, while eight schemes were under bidding. A further six schemes were expected to enter the bidding process shortly.
Private-sector participation has remained significant, with companies including Adani Energy Solutions, Resonia, Dineshchandra R. Agrawal Infracon, HG Infra Engineering, Apraava Energy and EnerGrid among the developers that have secured ISTS-TBCB projects transferred during FY2026-27.
