SECL Invites Bids For 1160 kWp Solar Rooftop Project With 5-Year Maintenance Contract

South Eastern Coalfields Limited (SECL) has announced an invitation for tenders for the design, engineering, construction, fabrication, erection, supply, installation, testing, and commissioning of a 1,160 kWp Solar Grid Connected Rooftop Solar Power Plant across various buildings in its operational areas. The project will also include a five-year operation and maintenance contract. The estimated value of the work is ₹5,49,91,076, including GST, and the total contract period is 2005 days. This period consists of 180 days for construction, trial run, and commissioning of the solar plant, followed by 1825 days of maintenance during the defect liability period (DLP).

The tender process will be managed online, and eligible bidders must possess a valid Digital Signature Certificate (DSC) issued by any agency authorized by the Controller of Certifying Authority (CCA), Government of India. To ensure the bid is valid, the Earnest Money Deposit (EMD) for this tender is ₹6,87,400, which must be paid through online modes such as net banking or NEFT/RTGS. The payment must be made well before the bid submission deadline to ensure the EMD is transferred to the designated account in time.

The timeline for the tender process has been clearly outlined. The e-publication date of the tender is set for 14th February 2025, and the document download period will start at 17:00 hours on the same day, ending at 17:00 hours on 13th March 2025. Bidders will be able to begin submitting their bids from 17:00 hours on 20th February 2025, and the final submission deadline is 17:00 hours on 13th March 2025. For any clarifications or queries, bidders can contact SECL, with the last date for seeking clarifications being 6th March 2025. A pre-bid meeting is scheduled for 18th February 2025, where prospective bidders can address their concerns directly with the authorities.

An important aspect of this tender is that the bidders must ensure their bids are submitted online and that the EMD is successfully received before the bid deadline. In case of an exemption from the EMD, the bidder must provide the necessary documentation, attested by a notary public, during the bid submission. The bidders will only be allowed to submit their bids once the EMD payment is confirmed and reflected in the system.

Moreover, the contract stipulates that the selected bidder will be responsible for the operation and maintenance of the plant for five years. This includes ensuring its smooth operation, responding to faults, and maintaining performance standards as specified in the contract. The maintenance period, or DLP, is crucial as it guarantees that the bidder will support the solar power plant post-installation for the first five years.

The tender is open to all eligible bidders, including individuals, companies, or joint ventures, as long as they meet the qualifying criteria specified in the tender document. Interested bidders must ensure their online registration is completed, and they accept the terms and conditions specified in the e-Procurement portal agreement. Furthermore, the GST details for SECL are provided, which include the GSTINs for Chhattisgarh, Madhya Pradesh, and West Bengal.
