MNRE Invites Comments On Draft Application For ALMM Enlistment Of Solar PV Cells

The Ministry of New and Renewable Energy (MNRE) has shared a draft application for including solar photovoltaic (PV) cell models in the Approved List of Models and Manufacturers (ALMM). The ministry is inviting comments and suggestions on the draft form by March 11, 2025. The form provides details on how solar cell manufacturers can apply for enlistment in ALMM.

Manufacturers need to submit details about their company, including the name, registered office address, and manufacturing plant location. They must also specify the type of solar cells, such as monocrystalline or multi-crystalline, and the technology used, including PERC, TOPCon, or HJT. Information about the wattage, efficiency, and electrical characteristics of the solar cells is also required.

To ensure quality, manufacturers must provide calibration certificates for reference solar cells and test reports. They should also disclose any collaboration agreements with foreign entities and confirm the ownership of the solar cell design. The draft form also requires details about manufacturing capacity, sales, procurement of raw materials, and financial records, including profit and loss accounts and balance sheets for the past three years. Manufacturers also need to provide ISO 9001 and ISO 14001 certifications related to quality and environmental standards.

Applicants must pay application and inspection fees and submit proof of payment. A legal affidavit and an indemnity bond on non-judicial stamp paper must also be provided. These documents confirm the accuracy of the information and ensure the manufacturer is responsible for any discrepancies or legal issues.

A checklist at the end of the form helps applicants verify that all required documents, such as manufacturing plant layout, equipment details, electricity bills, and declarations, are submitted. The ALMM listing ensures that only certified and high-quality solar PV cells are used in government-backed projects, promoting quality control and domestic manufacturing in India’s solar sector.
