ONGC Invites Bids For 2 MW Rooftop Solar Power Plant At Uran With 10-Year O&M

Oil and Natural Gas Corporation Limited (ONGC) has invited bids for the design, supply, installation, and commissioning of a 2 MW rooftop solar power plant at its Uran Plant, along with operations and maintenance (O&M) services for 10 years. The tender follows an open National Competitive Bidding process under a two-bid system, with submissions required through the ONGC e-procurement portal.

The bidding document was issued on February 25, 2025. The tender documents can be downloaded from February 25, 2025, until March 18, 2025, at 16:00 IST. The deadline for submitting bids, including both unpriced techno-commercial and priced bids, along with required physical documents, is March 18, 2025, at 16:00 IST. The unpriced techno-commercial bids will be opened on March 19, 2025, at 16:30 IST, while the date for opening price bids will be communicated later after the shortlisting process.

Bidders are required to submit an Earnest Money Deposit (EMD) of INR 27,50,000. The security deposit and Performance Bank Guarantee (PBG) requirements vary for different project phases. For the Engineering, Procurement, and Construction (EPC) work, a security deposit of 10% of the quoted EPC value, including GST, is required, with validity extending to 330 days from the date of the Notice of Award (NOA). For the warranty period, a PBG of 5% of the contract value must be submitted within 15 days of the EPC contract’s completion, valid for 15 months. For the O&M contract, a security deposit of 3% of the total 10-year O&M service cost, including GST, is required, valid for the full contract duration plus 90 days.

The project aims to enhance ONGC’s renewable energy adoption and reduce its carbon footprint by utilizing solar power at the Uran Plant. The successful bidder will be responsible for executing the project in compliance with technical specifications, contractual obligations, and safety standards.

ONGC’s Central Procurement Department in Mumbai is overseeing the tender process, with potential bidders encouraged to contact officials for clarifications. The tender will be evaluated based on the eligibility criteria outlined in the bid documents, and all submissions must be made online through the ONGC e-procurement portal.
