Rajasthan Electronics & Instruments Limited (REIL) has invited an Expression of Interest (EOI) for the empanelment of eligible entities to undertake co-certification and co-branding of Mono PERC/TOPCON solar photovoltaic (SPV) modules of 540Wp or higher at BIS. This initiative also aims to enlist models of solar PV module manufacturers under the Approved List of Models and Manufacturers (ALMM).
The EOI document was issued on February 26, 2025, and is available for download from the REIL website and the CPP portal. The document can be accessed from February 26, 2025, to March 5, 2025. Interested parties must submit their EOI applications by March 5, 2025, before 17:00 hours. The received applications will be opened on March 6, 2025, at 17:00 hours.
REIL, a Mini Ratna public sector enterprise under the Ministry of Heavy Industries, has been engaged in renewable energy and electronics solutions for rural and urban sectors. With its presence in over one lakh villages and cities, the company has deployed 45 MWp of solar capacity and more than 365,000 renewable energy solutions across India.
The empanelment process requires applicants to be Indian manufacturers of SPV modules with valid BIS certification and ALMM enlistment. Manufacturers not having a valid BIS certification at the time of application must provide proof of sample submission or an application filed with a BIS-approved lab. The EOI is open to registered companies, sole proprietors, partnerships, and LLPs meeting the eligibility criteria.
Applicants must submit their proposals in hard copy to the Additional General Manager (NP) at REIL’s office in Jaipur. The empanelment process includes a technical evaluation, and selected entities may be required to present their plans before the selection committee. The successful applicants will be responsible for obtaining BIS certification, supporting the registration process, and managing all documentation related to co-certification and co-branding.
REIL reserves the right to withdraw the EOI process without assigning any reason. The company will not bear any costs incurred by applicants during the submission and evaluation process. The empanelment process does not constitute a contractual obligation on REIL’s part, and the final list of empaneled manufacturers will be issued upon completion of evaluations.
This initiative by REIL aims to strengthen India’s solar manufacturing sector by ensuring compliance with quality standards and providing manufacturers with opportunities for wider market recognition. The co-certification and co-branding of solar PV modules will enhance the credibility of Indian solar products and support the country’s renewable energy targets.
