German renewables firm ABO Energy is progressing plans for its 600MW Finnish green hydrogen plant after signing a cooperation agreement with a local jurisdiction.

The agreement with the City of Oulu will see the pair work on project development, land-use planning, permitting, and required studies for the site, which is planned to scale up to 600MW across two to three phases.

In addition to green hydrogen production, ABO is assessing opportunities to produce e-methanol and synthetic aviation fuel at the site, with waste heat planned to be used within Oulu’s district heating network.

Having secured a planning reservation for the 41-hectare project , ABO previously said it expected the first phase of the plant could be online between 2034 and 2036.

The company’s local subsidiary ABO Energy Suomi will make the plant’s final investment decision after further project development, technical assessments, and commercial evaluation.

Oulu has emerged as one of the most attractive areas of Finland for green hydrogen development, with several other projects planned.

While the wider country benefits from low-cost renewable power, ABO said Oulu is the country’s “largest renewable power generation area.” The city also hosts a deepwater port with rail and road connections.

Mayor of Oulu, Ari Alatossava, said the city aimed to establish “the entire hydrogen value chain.”
