In a major move toward a sustainable energy future, the Bihar state government has approved the Bihar Renewable Energy Policy 2025, laying the groundwork for a cleaner, greener, and economically vibrant state.

The newly launched policy is set to transform Bihar into a hub for renewable energy by promoting clean energy generation while simultaneously attracting long-term investments, strengthening local manufacturing, and generating employment across the region.

Aligned with India’s national commitment to achieve Net Zero emissions by 2070, Bihar’s policy framework supports the expansion of solar, wind, biomass, and small hydro projects under an industry-friendly and progressive regime.

  • 100% State GST reimbursement
  • Complete waiver on stamp duty, land conversion and registration fees
  • Electricity duty exemption for 15 years
  • 25-year open access for RE projects
  • Feed-in-tariff mechanism and “Must Run” status for renewable energy units
  • Deemed industry status for smoother project implementation
  • Free transmission infrastructure support for up to 10 km
  • Incentives for R&D, innovation, and carbon credit monetization
  • Assured local market access and payment security mechanisms
  • Priority land allotment for project developers and manufacturers

The policy aims to:

  • Accelerate the shift to clean energy
  • Promote both grid-connected and decentralized renewable energy systems
  • Strengthen the state’s energy security and climate resilience
  • Enable climate-conscious economic growth
  • Empower local communities through job creation and skill development

Experts believe the Bihar RE Policy 2025 positions the state as a key contributor to India’s green energy ambitions and opens new avenues for sustainable development in one of the country’s most populous states.
