The Central Electricity Regulatory Commission (CERC) in New Delhi has disposed of a petition filed by ACME Solar Holdings Limited and ACME Surya Power Private Limited. The case, registered as Petition No. 89/MP/2026, was filed under the Electricity Act and the 2022 regulations related to connectivity and General Network Access (GNA) to the inter-State Transmission System. The main respondent in the matter was Central Transmission Utility of India Limited.
The petition was related to an application submitted by the ACME companies in August 2025. Through this application, they had sought approval to add 190 MW of solar power capacity along with a 250 MW Energy Storage System (ESS). The proposed addition was planned within the already granted 300 MW connectivity at the Bikaner-II Pooling Station. The companies requested that CTUIL be directed to process this application.
In addition, the petitioners sought interim relief from the Commission. They requested that CTUIL should not allocate non-solar hour access within the 300 MW connectivity capacity to any third party while the matter was under consideration. According to the petitioners, such allocation could affect their planned expansion and operational flexibility.
However, during the pendency of this petition, a related development changed the situation. On December 12, 2025, the Commission passed an order in another matter, Petition No. 452/MP/2025. In that order, the Commission had already allowed ACME Solar Holdings Limited to retain and use its 300 MW connectivity at the Bikaner-II Pooling Station. The Commission had also directed CTUIL to process the company’s application for the additional 190 MW solar capacity and the 250 MW Energy Storage System under the applicable 2022 GNA Regulations.
Since the main relief sought in Petition No. 89/MP/2026 had already been granted in the earlier order, the petitioners filed an affidavit on February 5, 2026. In this affidavit, they informed the Commission that the issues raised in the present petition had effectively been resolved. They therefore requested permission to withdraw the case. The petitioners also requested that the filing fees paid for this petition be adjusted against any future petitions they may file.
The Commission, headed by Chairperson Jishnu Barua along with members Ramesh Babu V., Harish Dudani, and Ravinder Singh Dhillon, issued its final order on March 2, 2026. The bench allowed the withdrawal of the petition and officially disposed of the matter. However, it rejected the request to adjust the filing fees for future use. With this decision, the proceedings in Petition No. 89/MP/2026 have come to an end.
