TNGECL Invites Bids For 20 MW Rooftop Solar Projects On Government Buildings In Tamil Nadu

The Tamil Nadu Green Energy Corporation Limited (TNGECL) has taken a major step to expand renewable energy use across government buildings in the state. On February 27, 2026, the corporation issued a tender inviting developers to set up 20 MW of grid-connected rooftop solar photovoltaic (PV) systems. These projects will be installed on various government buildings across Tamil Nadu, helping the state move toward cleaner and more decentralized power generation.

The initiative will be implemented under the Renewable Energy Service Company (RESCO) model. Under this structure, private developers will invest their own funds to design, install, and maintain the rooftop solar systems. Government departments will not have to bear the upfront cost of installation. Instead, they will pay for the electricity generated by the solar panels at a tariff discovered through a competitive bidding process. This tariff-based bidding system is expected to ensure that the state gets solar power at the most affordable rates.

One of the key features of this project is the “Net Feed-In Mechanism.” Under this system, electricity generated by the rooftop solar panels will first be used by the host building. If there is surplus power, it will be fed into the local electricity grid. The final electricity bill will reflect the net difference between the power consumed from the grid and the power supplied to it. This mechanism will help reduce electricity expenses for government offices while also supporting grid stability and promoting the use of green energy.

The tender has been issued under Specification No: CE/NCES/O.T No 15/25-26 by the Office of the Chief Engineer/NCES. The administrative headquarters for the project is located at TNGECL’s office in NPKRR Maaligai, 144, Anna Salai, Chennai. The tender document was digitally signed by Anthony Raj on the date of its release, marking the official start of the bidding process.

TNGECL has also provided contact details for developers and stakeholders who wish to participate in the project. Interested parties can approach the Chief Engineer’s office for further clarification regarding technical requirements, bidding procedures, or site details.

This 20 MW rooftop solar initiative reflects Tamil Nadu’s continued focus on clean energy. By using the rooftops of existing government buildings, the state aims to lower carbon emissions, reduce power costs, and strengthen its renewable energy capacity without requiring large parcels of new land.
