Detroit Expands Solar Neighborhoods Program, Turning Vacant Land into Clean Energy Hubs

Detroit is taking a bold step forward in its commitment to sustainability and neighborhood revitalization. Under the leadership of Mayor Mike Duggan, the city is expanding its Solar Neighborhoods initiative in partnership with Lightstar Renewables. Phase 2 of the project will transform 61 acres of long-vacant land in the Houston-Whittier/Hayes and Greenfield Park neighborhoods into active solar fields.

This phase builds on the success of Phase 1, which introduced solar energy to three other neighborhoods. Together, the initiative will cover 165 acres and produce 31 megawatts of renewable energy—enough to power 127 municipal buildings, including police stations, recreation centers, and transit facilities.

“The Solar Neighborhoods initiative has been very much a community driven process that is taking blighted vacant land and turning it into a productive and attractive new use while providing direct benefit to homeowners,” said Mayor Mike Duggan. “Residents of these neighborhoods designed the landscaping for their new solar arrays and homeowner occupants are receiving energy efficiency upgrades to their homes to increase their value and lower their utility costs.

The project delivers more than clean energy. Over 100 local homeowners will benefit from at least $15,000 each in energy efficiency upgrades, helping reduce household energy costs and improve comfort and safety.

Residents have also played a key role in the planning process. The design of each solar site reflects community input, with features such as ornamental trees, perennial gardens, and flowering meadows, turning underused land into attractive and functional green spaces.

In addition, some sites will incorporate agrivoltaics—an approach that allows solar energy production and farming to coexist. These areas will support urban agriculture by helping local farmers grow crops with less water and improved frost protection.

Detroit’s Solar Neighborhoods initiative continues to serve as a national model for community-focused climate action, combining renewable energy, local input, and economic benefits to build a more resilient and inclusive future.
