EU confirms 2026 review of RFNBO hydrogen rules, eyes role for nuclear

The EU’s strict green hydrogen rules will be reviewed two years earlier than planned, with Brussels exploring whether nuclear power could be recognised.

Under Brussels’ AccelerateEU plan, the Commission confirmed it would propose a “targeted review” of its renewable fuels of non-biological origin (RFNBO) criteria in .

The move follows mounting industry pressure to ease the complex requirements around additionality, hourly matching, and geographic correlation, which developers say have slowed project deployment and increased costs.

The Commission said the review was prompted by the “slower than expected ramp up” of the green hydrogen market, signalling a potential shift toward more flexible rules while aiming to safeguard existing investments.
