Fertilisers and Chemicals Travancore Invites Bids For 200 kWp Ground-Mounted Solar PV System

The Fertilisers and Chemicals Travancore Ltd. (FACT), a Government of India enterprise, has issued an e-tender inviting online bids for the supply, installation, and commissioning of a ground-mounted solar photovoltaic (PV) system with a minimum capacity of 200 kWp. This project also includes training and performance analysis, along with a five-year service warranty. All details related to the technical and commercial aspects are laid out in the technical procurement.

The bidding will be conducted in two parts—Part I for the techno-commercial bid and Part II for the price bid. The last date for submission of bids is July 23, 2025, at 2:00 PM. The technical bids will be opened on July 24, 2025, at 2:30 PM. The price bids of only the techno-commercially qualified bidders will be opened at a later date, which will be communicated to the eligible bidders.

A pre-bid meeting will be held online on July 14, 2025, at 2:00 PM through Google Meet. Interested participants can join the meeting using the link provided in the tender notice.

The tender specifies that the bid validity period will be 120 days from the date of opening of the tender. The Earnest Money Deposit (EMD) required for this tender is ₹1,00,000 (Rupees One Lakh only). The EMD must be remitted via NEFT or RTGS only, and no other payment modes will be accepted. Bidders must upload the UTR details of the transaction and also submit the original UTR document before the technical bid opening date to the Assistant General Manager (Materials), FACT-PD, Udyogamandal, Kerala.

Any physical submission or email-based offers will not be entertained. FACT will not consider any requests for extending the tender submission deadline and retains the right to reject any or all bids without providing a reason.

In addition to the above, bidders must submit an Integrity Pact, signed and scanned with the techno-commercial bid, and send the original document via post or courier before the due date. Two Independent External Monitors have been appointed to oversee the ethical conduct of the bidding process, though bidders must not contact them for tender-related clarifications.

The evaluation of bids will be based on the criteria detailed in Annexure V of the TPS document. The selected bidder will be expected to supply not just the main system components but also critical spares.
