HPSEBL Floats Tender for 1 MW Green Hydrogen Plant and 33 kV Feeder Strengthening In Himachal Pradesh

Himachal Pradesh State Electricity Board Limited (HPSEBL) has invited bids for providing system operation and service (SOP) support to M/s HPPCL OIL JV for a 1 MW Green Hydrogen Plant at Village Nasrali in Himachal Pradesh. The tender has been issued by the Chief Engineer, Operation, South, Shimla, under Tender Reference Number CEO/MC/T No 04/ SOP M/s HPPCL/2026 and Tender ID 2026_HPSEB_145033_1.

The tender has been floated as an open “Tender cum Auction” under the Services category. The estimated value of the project is ₹3,04,74,732. The scope includes providing system operation and service support for the proposed green hydrogen facility. It also covers the re-strengthening of the existing 33 kV Green Ply Feeder originating from the 66/33/11 kV Sub-Station at Baglehar. The work falls under the Electrical Sub Division of HPSEBL in Nalagarh, Himachal Pradesh.

Interested bidders are required to pay a non-refundable tender fee of ₹2,360 through the prescribed online payment mechanism. An Earnest Money Deposit (EMD) of ₹3,04,747 is also required. The tender conditions specify that no exemption from the EMD will be provided and submission through a Bank Guarantee is not permitted.

The bidding process will follow a three-cover system. The first cover will contain the fee deposit receipt, while the second cover will include technical and commercial documents. The third cover will contain the financial price bid. Bids are required to remain valid for 180 days from the relevant date.

The stipulated completion period for the project is 365 days. The tender was published on October 6, 2026, at 11:00 AM. Downloading of tender documents and submission of bids started on October 7, 2026, at 11:00 AM, while the deadline for submission is October 14, 2026, at 11:00 AM. The bids are scheduled to be opened on October 15, 2026, at 11:00 AM.

Tender fees and EMD are required to be deposited online through ICICI Bank or ICICI NEFT/RTGS before the submission deadline. The bids will be evaluated at the Office of the Chief Engineer, Operation, Shimla Zone.
