IGBC Hosts Green Assam Conclave 2026 to Drive FAR-Linked Green Building Growth in Northeast India

The CII Indian Green Building Council (CII IGBC) hosted the 2nd Green Assam Conclave 2026 in Guwahati, bringing together senior policymakers, urban authorities, developers, architects and sustainability leaders to accelerate green infrastructure adoption in Assam and the Northeast region.

Organised by the IGBC Northeast Chapter, the conclave focused on leveraging Assam’s newly announced green building incentive policy to drive climate-resilient urban development. A key highlight of the policy is the provision of additional Floor Area Ratio (FAR) benefits — 3% for IGBC Silver, 6% for Gold and 9% for Platinum certified projects — aimed at incentivising developers to adopt sustainable construction practices.

The inaugural session was attended by Dr. Jeevan B, IAS, Secretary, Department of Housing and Urban Affairs and Department of Innovation, Incubation & Start-Ups, Government of Assam, along with industry leaders and IGBC representatives.

Speaking at the event, Dr. Jeevan B emphasised that Assam is at a pivotal stage in its development journey and that the FAR-linked green incentives create tangible pathways for climate-resilient infrastructure while maintaining economic viability. He noted that the alignment between state policy and IGBC certification frameworks strengthens public-private collaboration and positions Assam as a frontrunner in sustainable development across Northeast India.

Mr. J N Khataniar, Chairman of the IGBC Northeast Chapter, highlighted that the Chapter has worked closely with the Assam government to integrate IGBC rating systems into the FAR incentive structure. He said the initiative has made green-certified buildings commercially attractive, while capacity-building programmes are driving greater market adoption in the region.

According to IGBC, more than 18,850 projects across India have been registered under its certification frameworks, covering over 15 billion square feet of green building footprint. The Northeast Chapter continues to work with state governments on policy advocacy and regional capacity-building initiatives to scale sustainable infrastructure.

A panel discussion titled “Policy to Profitability: Mainstreaming Sustainable Climate-Resilient Development in Assam” examined the on-ground implementation of FAR incentives and ecosystem coordination among developers, regulators and technology providers. The session featured representatives from the Guwahati Metropolitan Development Authority (GMDA), Assam Science Technology & Environment Council (ASTEC), and industry stakeholders.

The conclave also featured a technical session showcasing sustainable solutions tailored to the Northeast region, including green infrastructure models, energy-efficient glazing systems, eco-friendly construction materials and faster green building technologies.

Supported by industry bodies such as the Builders’ Association of India and the Indian Institute of Architects (IIA) Assam Chapter, the Green Assam Conclave 2026 underscored the commercial viability of green buildings and reinforced Assam’s commitment to India’s Net Zero by 2070 goals.

The event concluded with stakeholder networking aimed at fostering collaborations to scale sustainable and climate-resilient development across the Northeast.
