GERC Initiates Public Consultation On Tariff For 16 MW Mora Solar Project In Gujarat

In a major step to expand solar energy capacity in Gujarat, Gujarat State Electricity Corporation Limited (GSECL) has filed Petition No. 2608 of 2025 before the Gujarat Electricity Regulatory Commission (GERC). The petition seeks approval for the determination of a tariff for a 16 MW solar photovoltaic grid-connected power project proposed at Mora in the Surat district. The project is seen as an important move in Gujarat’s ongoing transition toward cleaner and sustainable energy sources.

The petition has been filed under Section 62 and Section 86(1)(a) of the Electricity Act, 2003. These sections give the State Commission the authority to determine the tariff at which electricity generated by a company can be sold to distribution licensees. In this case, GSECL is the power-generating company, while Gujarat Urja Vikas Nigam Limited (GUVNL) has been named as the main respondent. GUVNL represents the state’s power distribution companies that will purchase electricity from the Mora solar plant and supply it to consumers across Gujarat.

The matter was recently heard in Gandhinagar by the Commission, headed by Chairman Pankaj Joshi, along with members Hiren Shah and Jatin Thakkar. During the hearing, the Commission highlighted the need for transparency and public participation in the tariff-setting process. It stressed that all stakeholders, including industries and common consumers, should have an opportunity to present their views.

To ensure this, the Commission has directed GSECL to publish a public notice about the proposed tariff. The notice must be issued in two widely circulated Gujarati daily newspapers and one English newspaper. This step is intended to inform the public and invite comments, suggestions, or objections regarding the proposed tariff for the solar project.

Stakeholders have been asked to submit their responses through an affidavit to the Secretary of GERC within three weeks from the date of publication of the public notice. The Commission has also directed GSECL to upload the complete petition and all supporting documents on its official website so that the public can review the details before submitting their feedback.

The Mora solar project is part of a broader set of solar initiatives currently under consideration by GERC, including similar projects in districts such as Morbi and Kutch. Through this regulatory process, the Commission aims to ensure that the tariff approved for the project supports renewable energy growth while keeping electricity affordable for consumers. After reviewing public feedback, the Commission will pass a final order determining the tariff for the 16 MW Mora solar plant.
