The Deputy Chief Electrical Engineer (Dy.CEE/M), acting on behalf of the President of India, has invited electronic tenders for the supply, installation, testing, and commissioning of a Battery Energy Storage System (BESS) to provide power backup for a climatic chamber. The tender, numbered 2026245212360, has an advertised value of Rs. 8.732 crore and has been issued as an open, single-packet normal tender under the capital works category.
The project involves establishing a complete 4 MWh battery energy storage system designed to ensure reliable backup power for the climatic chamber. The selected contractor will be responsible for surveying, designing, supplying, installing, testing, and commissioning the entire system, along with providing long-term maintenance services.
The proposed BESS will use lithium iron phosphate (LiFePO4) battery technology and include an outdoor-rated IP54 container equipped with a liquid cooling system. The installation will also feature a Battery Management System (BMS) to monitor and manage battery operations, along with a 2 MW bidirectional inverter-based Power Conversion System (PCS). Additional infrastructure will include an 11 kV transformer, high-tension switchgear panels, and an Energy Management System (EMS) integrated with cloud-based monitoring through Supervisory Control and Data Acquisition (SCADA).
The scope also covers comprehensive fire detection and suppression systems to support safe battery operations. The contractor will be required to provide an initial warranty period of five years, followed by an additional five years of maintenance for the complete installation. This arrangement will ensure continued technical support and system upkeep over a total period of ten years.
The tender carries an Earnest Money Deposit (EMD) requirement of Rs. 17.464 lakh, equivalent to 2% of the advertised project value. Bidders must meet the prescribed financial eligibility conditions, including a minimum average annual contractual turnover calculated over the preceding three financial years.
For technical qualification, applicants must demonstrate successful or substantial completion of similar grid-interactive BESS projects with a capacity of at least 1 MW during the previous seven years. Eligible projects must involve lithium-ion or lithium-titanate oxide (LTO) battery systems. Bidders must also possess a valid electrical licence and comply with the applicable tender conditions.
The tender does not permit manual submissions, while joint ventures and consortium arrangements are also prohibited. Interested contractors must submit their bids electronically within the stipulated schedule.
The tender was uploaded on October 9, 2026, with bidding scheduled to begin on October 23, 2026. The deadline for submission is November 6, 2026, at 15:30 hours. Interested bidders will need to satisfy all financial, technical, and documentation requirements to participate in the procurement process.
