The Ministry of New and Renewable Energy (MNRE), under the National Green Hydrogen Mission (NGHM), has issued an Expression of Interest (EoI) to select a nationally recognized expert institution to provide technical and advisory support to the National Hydrogen Safety Panel (NHSP). The initiative aims to establish a comprehensive and harmonized hydrogen safety framework in India, covering the entire value chain, from production and storage to transportation and end-use applications.
The selected institution will function as a dedicated nodal technical agency, helping strengthen safety standards and regulatory preparedness as India expands its green hydrogen ecosystem. The framework will cover applications across industries, including steel, mobility, power generation and refining. The initiative is intended to improve investor confidence, enhance public acceptance and support the safe deployment of hydrogen technologies.
According to the EoI, the selected institution will initially be engaged for two years. The tenure may be extended by another year, depending on performance and approval from the NGHM Advisory Group. During this period, the institution will provide technical guidance and assist the NHSP in developing and implementing hydrogen safety-related activities.
A key responsibility will be to harmonize India-specific hydrogen safety codes and standards with internationally recognized frameworks developed by organizations such as the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC) and the National Fire Protection Association (NFPA). The institution will also support applied research and development for safety equipment and assess gaps in testing and certification infrastructure.
Other responsibilities include establishing a national hydrogen safety knowledge repository, developing training and capacity-building programmes, facilitating international collaborations, and assisting with safety audits and risk assessment frameworks. These activities are expected to strengthen technical capabilities and promote consistent safety practices across the hydrogen sector.
Eligible applicants include registered legal entities that have been operational for at least three years and possess demonstrable expertise in hydrogen or industrial safety. Eligible organizations may include autonomous bodies, government institutions, academic and research organizations, Section 8 companies and consortia meeting the prescribed requirements.
The selection process will follow two stages. Initially, MNRE will evaluate expressions of interest to shortlist institutions based on their demonstrated expertise and capabilities. Shortlisted applicants will subsequently be invited to submit detailed technical and financial proposals for further evaluation.
The EoI was issued on October 13, 2026. Applicants can submit queries within seven days of publication, while the deadline for submitting the EoI is 21 days from the issue date, by 17:00 hours IST.
