Morocco Launches 350 MW NOOR PV Multisites Solar Programme With November 30, 2026, Prequalification Deadline

Morocco has launched a recruitment process inviting qualified contractors to participate in its NOOR PV Multisites programme, a large-scale solar power initiative aimed at expanding renewable electricity generation across the country. The programme will involve the development of multiple utility-scale solar photovoltaic projects with a combined capacity of at least 350 megawatts (MW).

The initiative will cover five regions: Casablanca-Settat, Béni Mellal-Khénifra, Marrakech-Safi, Souss-Massa, and Guelmim-Oued Noun. Under the programme, between four and six ground-mounted solar power plants are planned, with individual project capacities ranging from 40 MW to 170 MW. The projects are expected to contribute to Morocco’s renewable energy expansion while creating opportunities for contractors involved in solar project development, construction, and operations.

The government has adopted a two-stage competitive procurement process to select companies for the programme. During the first stage, interested contractors and consortiums must submit applications for prequalification. Applicants will be assessed on their financial strength, technical expertise, and ability to undertake projects of this scale.

Companies that successfully qualify will proceed to the second stage, where they will be invited to submit detailed technical and commercial proposals. The procurement process will cover engineering, procurement and construction (EPC), as well as long-term operation and maintenance services. This structure is intended to ensure that selected contractors have the necessary resources and experience to deliver and maintain the solar facilities.

The deadline for submitting prequalification applications is November 30, 2026. Following the evaluation of applications, authorities expect to issue requests for proposals towards the end of 2026 or in early 2027. Final bids are anticipated by March 2027, while construction is tentatively scheduled to begin in the second quarter of 2027.

The planned construction period is approximately 18 months. Based on this schedule, the solar facilities could begin commercial operations in late 2028 or early 2029, subject to project execution and commissioning timelines.

A special purpose company established by a subsidiary of the Moroccan Agency for Sustainable Energy (Masen) will serve as the main contracting entity for the programme. The entity will enter into long-term power purchase agreements with the National Office of Electricity and Drinking Water. These agreements are expected to span 25 to 30 years, providing a long-term framework for electricity procurement from the solar projects.

The NOOR PV Multisites programme forms part of Morocco’s broader strategy to increase renewable energy deployment and reduce reliance on conventional electricity generation sources. The country aims to raise the share of renewable energy in its overall electricity generation capacity to 52% by 2030.

Through the programme, Morocco plans to expand its solar infrastructure across several regions while attracting experienced contractors for project delivery and long-term operations.
